Second, it shows how strongly cultural differences influence the formulation of social policies. Three interrelated targets are set up in this study: to extend welfare regime theory by defining a new cluster of welfare, to identify the characteristics of the 'Confucian welfare cluster', and to methodologically explore a cultural interpretation of social welfare.
