Book excerpt: Every year, across the country, a dangerously high percentage of students disproportionately poor and minority-disappear from the educational pipeline before graduating from high school. According to a study released by The Civil Rights Project at Harvard University (CRP) and the Urban Institute in 2004, only about 68% of all students nationally who enter 9th grade will graduate "on time" with regular diplomas in 12th grade. While the graduation rate for White students is 75%, only approximately half of Black, Latino, and Native American students earn regular diplomas alongside their classmates. Graduation rates are even lower for minority males. Yet, because of misleading and inaccurate reporting of dropout and graduation rates, and an exclusive preoccupation with testing data, the public remains largely unaware of this educational and civil rights crisis. This report gives special attention to five southern states--Florida, Georgia, Louisiana, Mississippi, and North Carolina. These states report graduation rates in 2002 ranging from a high of 85% in North Carolina to a low of 61.8% in Georgia. When a more accurate measurement, the Cumulative Promotion Index (CPI) was used, the graduation rates for these five states dipped far lower than these official estimates. In keeping with the national trend, graduation rates for Black and Latino students in these five states are substantially lower still. In Georgia, which has a substantial and growing Latino population, the rates for Blacks, Latinos and Native Americans were all below 50%. (Contains 40 footnotes.).

While state officials report a graduation rate above 70 percent, researchers from South Carolina and elsewhere place the rate just above 50 percent, with rates among minority students lower than 50 percent. South Carolina's graduation rate is the worst of all 50 states. This study documents the public costs of high school dropouts in South Carolina, and examines how school choice could provide large public benefits by increasing public school graduation rates. It calculates the annual cost of South Carolina dropouts caused by reduced tax revenue, increased Medicaid costs and increased incarceration costs, and documents the employment impacts that dropouts have on the South Carolina economy. It then examines how competition from private schools already raises public school graduation rates, and calculates the public benefits that would follow from increasing South Carolina's public school graduation rates by enacting a modest school choice program. Based on the fruits of a collaboration between the Civil Rights Project at Harvard University and the Southern Poverty Law Center, the essays presented in Lessons in Integration: Realizing the Promise of Racial Diversity in American Schools analyze five decades of experience with desegregation efforts in order to discover the factors accounting for successful educational experiences in an integrated setting. Starting where much political activity and litigation, as well as most previous scholarship, leaves off, this collection addresses the question of what to do--and to avoid doing--once classrooms are integrated, in order to maximize the educational benefits of diversity for students from a wide array of backgrounds. Over the past two decades, more high school dropouts have been enrolled in public schools serving predominantly African American and Hispanic students of low socioeconomic status. This portraiture study involved interviewing and observing six participants in an established nontraditional educational setting. The study aimed to examine educators' perceptions regarding using a nontraditional school reform model to improve graduation rates in an identified urban school district serving predominantly African American and Hispanic students of low socioeconomic status. National, state, and local education may benefit from these findings to improve graduation rates nationwide. School districts and individual schools may also benefit from these findings and adopt the strategies employed to increase the graduation rates for the students they serve.
