Book excerpt: This edited volume represents a joint effort by international experts to analyze the prevalence and nature of gender-based domestic violence across the globe and how it is dealt with at both national and international levels. With studies being conducted in 20 different countries and 4 distinct regions, the contributors to this volume shed light on the ways in which contextual particularities shape the practices and strategies of addressing the socio-cultural and legal problem of gender-based domestic violence in the countries or regions where they do research. Special attention is devoted to developing countries where there is a lack of a consistent legal definition of gender-based domestic violence and where violence against women is widely considered a private matter. The authors of the chapters share a common goal of raising public awareness of the significance in nuanced local experiences of women and other individuals from gender and sexual minority groups facing gender-based violence. Furthermore, the authors attend, analytically, to the newly emerging, overlapping influences of COVID-19 and global warming. Their research findings acknowledge and provide a detailed account of how the two ecological and socio-economic crises can combine to produce economic devastation, disconnect victims from necessary social services and assistance, and create a large degree of panic and uncertainty. In addition, they intend to offer insights into next steps to not only adjust existing public policies, legislation, and social services to the ever-changing national and global contexts, but also to make new ones. The book is intended for a wide range of scholars (both professors and students) and practitioners in a large number of areas, including but not limited to criminal justice, criminology, law, human rights, social justice, social work, nursing, sociology, and political or public affairs.

This progress has been uneven, however, due to continuing misconceptions about the causes and dynamics of domestic violence, which include an exaggerated focus on males as perpetrators and females as victims, as well as a heavy-handed law enforcement response that compromises the rights of criminal defendants without necessarily reducing violence. Gender and Domestic Violence presents empirical research findings and reform recommendations for prosecutors, criminal defense attorneys, policy makers and intervention providers with the aim of rectifying shortcomings in legal and law enforcement responses to domestic violence. The volume's editors and chapter authors confront the notion that certain beliefs shared among victim advocates, legal actors, and other stakeholders -- principally that domestic violence is bound by gender, and is primarily a crime against women -- have led to the use of ineffective and potentially harmful one-size-fits-all intervention policies that can jeopardize defendant due process and victim safety. Book excerpt: Rethinking Domestic Violence is the third in a series of books by Donald Dutton critically reviewing research in the area of intimate partner violence (IPV). The research crosses disciplinary lines, including social and clinical psychology, sociology, psychiatry, affective neuropsychology, criminology, and criminal justice research. Since the area of IPV is so heavily politicized, Dutton tries to steer through conflicting claims by assessing the best research methodology. As a result, he comes to some very new conclusions. These conclusions include the finding that IPV is better predicted by psychological rather than social-structural factors, particularly in cultures where there is relative gender equality. Dutton argues that personality disorders in either gender account for better data on IPV. His findings also contradict earlier views among researchers and policy makers that IPV is essentially perpetrated by males in all societies. Numerous studies are reviewed in arriving at these conclusions, many of which employ new and superior methodologies than were available previously. After twenty years of viewing IPV as generated by gender and focusing on a punitive "law and order" approach, Dutton argues that this approach must be more varied and flexible. Treatment providers, criminal justice system personnel, lawyers, and researchers have indicated the need for a new view of the problem -- one less invested in gender politics and more open to collaborative views and interdisciplinary insights. Dutton’s rethinking of the fundamentals of IPV is essential reading for psychologists, policy makers, and those dealing with the sociology of social science, the relationship of psychology to law, and explanations of adverse behaviour.

Book excerpt: Violence against women and children is a serious public health concern, with costs at multiple levels of society. Although violence is a threat to everyone, women and children are particularly susceptible to victimization because they often have fewer rights or lack appropriate means of protection. In some societies certain types of violence are deemed socially or legally acceptable, thereby contributing further to the risk to women and children. In the past decade research has documented the growing magnitude of such violence, but gaps in the data still remain. Victims of violence of any type fear stigmatization or societal condemnation and thus often hesitate to report crimes. The issue is compounded by the fact that for women and children the perpetrators are often people they know and because some countries lack laws or regulations protecting victims. Some of the data that have been collected suggest that rates of violence against women range from 15 to 71 percent in some countries and that rates of violence against children top 80 percent. These data demonstrate that violence poses a high burden on global health and that violence against women and children is common and universal. Preventing Violence Against Women and Children focuses on these elements of the cycle as they relate to interrupting this transmission of violence. Intervention strategies include preventing violence before it starts as well as preventing recurrence, preventing adverse effects (such as trauma or the consequences of trauma), and preventing the spread of violence to the next generation or social level. Successful strategies consider the context of the violence, such as family, school, community, national, or regional settings, in order to determine the best programs.

The book shows how these factors are being undermined by new ideas which emphasise the need for wifely obedience, increasing gender inequality and the right of husbands to be coercive.
