Book excerpt: For both the United States and United Kingdom counterinsurgency was a serious component of security policy during the Cold War and, along with counterterrorism, has been the greatest security challenge after September 11, 2001. In The Soul of Armies Austin Long compares and contrasts counterinsurgency operations during the Cold War and in recent years by three organizations: the US Army, the US Marine Corps, and the British Army.Long argues that the formative experiences of these three organizations as they professionalized in the nineteenth century has produced distinctive organizational cultures that shape operations. Combining archival research on counterinsurgency campaigns in Vietnam and Kenya with the author's personal experience as a civilian advisor to the military in Iraq and Afghanistan, The Soul of Armies demonstrates that the US Army has persistently conducted counterinsurgency operations in a very different way from either the US Marine Corps or the British Army. These differences in conduct have serious consequences, affecting the likelihood of success, the potential for civilian casualties and collateral damage, and the ability to effectively support host nation governments. Long concludes counterinsurgency operations are at best only a partial explanation for success or failure.

Bush summarized U.S. military policy as, "Our situation can be summed up this way: as the Iraqis stand up, we will stand down." EMBEDDED offers a firsthand account by a young Marine military advisor serving on the frontlines with the Iraqi Army of the effectiveness of America's efforts to help the Iraqis stand on their own. As a Division I track athlete and a magna cum laude graduate of the University of Pennsylvania's Wharton School, Wes Gray was given a full scholarship to the Ph.D. program in finance at the University of Chicago, the top ranked program in the world. However, after passing his comprehensive exams and while weighing offers from Wall Street, he had an epiphany: the right thing to do before taking on the challenges of the business world was to serve his nation and fulfill a lifelong dream of becoming a United States Marine. In 2006, 1st. Lt. Gray was deployed as a Marine Corps military advisor to live and fight with an Iraqi Army battalion for two hundred and ten days in the Haditha Triad, a small population center in the dangerous and austere al-Anbar Province of western Iraq.What he encountered was an insurgent fire pit recently traumatized by the infamous “Haditha Massacre,” in which 24 Iraqi civilians – men, women and children – were shot at close range by U.S. Marines at close range in retaliation for the death of a Marine lance corporal in a roadside bombing. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases where the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time.Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict.

This guidebook, an important step in adopting such a methodical approach to culture in operations, presents an evolutionary approach to understanding the human dimension. The concepts and skills presented here under the umbrella of Culture General provide leaders, trainers, and educators a pragmatic toolkit to prepare service members for global employment. The absolute diversity of spoken languages in the world, estimated to be around 6,900 by some methods, and cultures guarantee that no nation's military will ever be perfectly prepared to operate in foreign environments. Nonetheless, the deliberate application of Culture General knowledge and skills to specific cultures and regions will produce forces as prepared as possible to deal with the complexities of the current operating environment both as individuals and as units.We should take satisfaction in the idea that this guidebook positions us well to extend the Culture General approach more broadly across the services.
