En el mundo y en el ámbito nacional aquellos fueron evolucionando paulatinamente para también permitir su disfrute a los trabajadores del Estado.La presente investigación propone abordar la solución del conflicto colectivo en las entidades públicas a través de su negociación colectiva, analizando los aportes de la oit, los antecedentes del marco normativo y el actual régimen del Decreto 160 del 2014, todo acompañado por el desarrollo jurisprudencial más importante al respecto emanado por la Corte Suprema de Justicia, la Corte Constitucional y el Consejo de Estado.
