Book excerpt: Although considerable attention has been paid to deterrence theory and crisis management, the equally important topic of ending wars has been virtually ignored. Conflict termination is the stepchild of U.S. strategy for a number of reasons. Thinking about how wars should end presupposes acceptance of the fact that war—especially nuclear war— is possible. Further, analyzing options for ending conflicts implies less-than-total victory, a concept that not only runs counter to the U.S. approach to warfare but also raises the specter of “limited war,†an approach that fell into disfavor following Korea and Vietnam. Finally, defining conflict termination objectives assumes that we think more about ends than means, that we know what is important to us and why, and thus understand the risks we will accept to defend specific interests and objectives. The contributors examine a wide variety of topics, ranging from Soviet and U.S. views on conflict termination to past, present, and future U.S. military service contributions. Their aim is to demonstrate the importance of careful evaluation of conflict termination goals during peacetime because when war begins passions and emotions will cloud decisionmaking.

Conflict termination involves more than simply ending hostilities. It is a matter of effective coordination in development of objectives and strategies while at the same time linking the political leadership and the military commander to achieve the ends with the appropriate means. The American approach to military strategy has had a tendency to sever the links between military action and political objectives, and American military strategy has largely been awkward in its contribution towards achieving a better and lasting peace. This is in part due to having insufficient doctrinal guidance to achieve the ends as described by the policy maker. It is also because current doctrine and policy does not cause us to think through the implications of successfully achieving our objectives. The operational commander must be skilled in maintaining a balance of military force and diplomatic initiation to preserve and reinforce our political objectives while, at the same time working the concerns of a defeated enemy or enemies to prohibit part two of the same conflict.

As its central idea, the tension between exerting military power and exerting diplomatic, economic and political power will be explored. This clarifies why terminating military conflict while achieving the conditions which accomplish the political aims is so difficult. The concept of using military force as a last resort is explored, as well as the idea of decisive force. Also, and most importantly, the paper analyzes an approach toward the nature of disputes as a means to clarify the roles military power can take. As a result, this paper identifies the key aspects of how we must think about conflicts and their termination in the future.

The vast majority of the writings concerning the origins and termination of warfare are focused primarily at the strategic level of war. At the operational and tactical level, the actual conduct of warfighting has also been extensively studied. What has been lacking is a thorough examination of war termination from the operational commander's viewpoint. As recently as 1990, U.S. Joint Publications made no mention of war termination considerations. This is beginning to change and is vitally needed, for it is the operational commander who translates strategy into tangible results once a conflict starts. A clear road map is needed to go from lofty strategic aims to concrete achievable objectives. The operational commander is the cartographer of that road map and must know what the final end state is, in order to develop a feasible plan on how to get there.

First, the author assesses past and present political guidance, such as the Weinberger Doctrine and the presidential directive on Peace Operations, as well as conditions that affect exit strategy planning. The conclusion is that most of the guidance is vague and that internal and external influences make the process of transforming political goals into viable military objectives very difficult. Next, the writer evaluates actual end-state development and the subsequent exit strategies in Somalia and Haiti operations. The results of the Somalia case study indicate that the military commander was not provided specific end-state conditions and had to determine a termination strategy as he was prosecuting the conflict. Although this approach worked for a brief period of time, political events eventually overcame military planning and U.S. forces were withdrawn without accomplishing the political goals. Having learned from the Somalia operation, the Haiti planning was more thorough and looked specifically for concrete end-state conditions. Consequently, the military mission was more successful, though it is questionable what the political results of this intervention will be in the future. The final chapter states three conclusions: (1) if the political leaders do not provide a specific end state, the military commander will have to develop one and pass it up the chain of command for consideration and approval; (2) much better results can be expected from a military mission which is given an end state that was developed in coordination with both the political and the military establishments prior to commencement of hostilities; and (3) in all cases, the planning process will be difficult and fluid.

Prior to the Persian Gulf War conflict termination was focused primarily at the strategic level with political objectives in mind and little thought of how the national desired end state is transformed by the operational commander to satisfy the military objectives. The Joint Chief of Staff more recently have come to realize that conflict termination is a very important and integral part of campaign planning and have included it in their planning for joint operations. Conflict termination provides an essential link between national security strategy, national military strategy, and post-hostility aims. The issue of conflict (or war) termination centers on the national will and freedom of action. Further, it must be considered from the outset of planning and should be refined as the conflict moves toward advantageous termination. As the link between a war's end state and the post-hostility phase, conflict termination poses one set of difficult issues for the grand strategists and different but equally challenging questions for the operational commander. Herein lies the complicated task for the operational commander. That is, transforming the desired national end state into definable and achievable military conditions which meet the military objectives. Therefore, the operational commander must develop a mission statement based on the national objectives, coordinate that mission statement with the political authority, and develop an acceptable end state--satisfying economically, militarily, and politically.

Goemans brings theoretical rigor and empirical depth to a long-standing question of securities studies. He explores how various government leaders assess the cost of war in terms of domestic politics and their own postwar fates. Goemans first develops the argument that two sides will wage war until both gain sufficient knowledge of the other's strengths and weaknesses so as to agree on the probable outcome of continued war. Yet the incentives that motivate leaders to then terminate war, Goemans maintains, can vary greatly depending on the type of government they represent. The author looks at democracies, dictatorships, and mixed regimes and compares the willingness among leaders to back out of wars or risk the costs of continued warfare. Democracies, according to Goemans, will prefer to withdraw quickly from a war they are not winning in order to appease the populace. Autocracies will do likewise so as not to be overthrown by their internal enemies. Mixed regimes, which are made up of several competing groups and which exclude a substantial proportion of the people from access to power, will likely see little risk in continuing a losing war in the hope of turning the tide. Goemans explores the conditions and the reasoning behind this "gamble for resurrection" as well as other strategies, using rational choice theory, statistical analysis, and detailed case studies of Germany, Britain, France, and Russia during World War I. In so doing, he offers a new perspective of the Great War that integrates domestic politics, international politics, and battlefield developments.

Our involvement is at least partially a result of a National Security Strategy (NSS) which places military forces at the forefront of foreign policy. Military doctrine and concepts focus on battlefield operations, not on the historically more difficult war termination - and not on ultimate triumph. Like war itself, war termination is both political and military, structured and unstructured, art and science. To realize national strategic objectives and develop a triumphant peace, operational commanders must shun the current vision of the U.S. Armed Forces, look critically at conflict termination theories, and expand the boundaries of operational art and doctrine. The challenge facing operational commanders after ending a regime and in the midst of nation building is substantial. Although doctrine sees leverage as a critical ingredient in warfare, leverage is also a key element in reaching an acceptable war termination. Leverage may take conventional and unconventional forms. There is an appropriate saying about the military, "when you see yourself as a hammer, every problem is a nail." To meet the current strategic security needs as outlined in the current NSS, the military establishment must grow from a single tool to become a tool box.
