With 2011 witnessing an unprecedentedly high level of food prices, the findings and policy recommendations presented here should prove useful to both scholars and policy makers in understanding the causes and consequences, as well as the policies needed to ensure food security in light of the skyrocketing cost of food. Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Angry consumers took to the streets in scores of nations. In some places, food riots turned violent, pressuring governments and in a few cases contributed to their overthrow. Foreign investors sparked a new global land rush, adding a different set of pressures. With scientists cautioning that the world has entered a new era of steadily rising food prices, perhaps aggravated by climate change, the specter of widespread food insecurity and sociopolitical instability weighs on policymakers worldwide. In the past few years, governments and philanthropic foundations began redoubling efforts to resuscitate agricultural research and technology transfer, as well as to accelerate the modernization of food value chains to deliver high quality food inexpensively, faster, and in greater volumes to urban consumers. But will these efforts suffice? This volume explores the complex relationship between food security and sociopolitical stability up to roughly 2025. Organized around a series of original essays by leading global technical experts, a key message of this volume is that actions taken in an effort to address food security stressors may have consequences for food security, stability, or both that ultimately matter far more than the direct impacts of biophysical drivers such as climate or land or water scarcity. Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food security–related policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadly—that is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.

Book excerpt: Based on data from Afghanistan collected prior to and during the 2007-2008 food price crisis, this paper illustrates that caloric intake is an ineffectual indicator for monitoring the onset of food insecurity. Unconditional Quantile Regression estimates indicate that the most vulnerable of households, which cannot afford to make substantial cuts to calories, exhibit no decline in caloric intake in response to increasing wheat prices. In contrast, households with high-calorie diets experience large declines. The estimates also reveal declines in dietary diversity across the entire distribution of households. The most vulnerable households may be sacrificing diet quality to maintain calories, with the potential for serious and long-term health consequences.

We briefly discuss recent trends in conflict and food security and note the channels through which conflict may impact food security in developing countries. Next, we review the quantitative literature, studying the pathways between conflict and food security and their effects on child health and household coping strategies, displacement, changes in factors of production, market and travel restrictions, and insurgent predation. The effect of food insecurity on conflict, related to limited access to land and shocks to commodity prices, is discussed. We briefly survey the effects of aid and assistance programs and then discuss the connection between climate change, conflict, and food security. The review concludes by identifying topics in this field that are ripe for future research.

Book excerpt: This year’s report presents evidence that Arab States face significant challenges in achieving Sustainable Development Goal 2 targets related to hunger, food security, and nutrition, as undernourishment, moderate or severe food insecurity, and malnourishment are increasing. Child wasting and overweight are higher, and adult obesity is double the global average. LDCs and conflict-affected countries suffer from even more severe hunger and malnutrition, including child stunting, wasting, and women’s anaemia. The report also provides the first assessment of the cost and affordability of a healthy diet since the outbreak of the COVID-19 pandemic, which shows a growing trend in the price of nutritious diets in recent years and that more than half the Arab population cannot afford a healthy diet. The Ukraine crisis, which has triggered food shortages and increased food price inflation, further adds to the burden on the region. This year, the report focuses on how trade can enable regional food security and nutrition. Arab countries rely significantly on imports for the essential food items necessary for diverse and healthy diets that they cannot locally produce in sufficient quantities due to limited natural resource endowments. It discusses the role of trade and trade facilitation as essential enablers of all four dimensions of food security and nutrition. It also underlines how tariffs and non-tariff measures influence the economic access to food in the area. On the other hand, countries that depend on trade may become more exposed to outside shocks, as the pandemic and the Ukraine crisis have highlighted. The report assesses Arab countries’ vulnerabilities, such as import dependency and lack of supplier diversification. To reduce the exposure to such external shocks, international trade must be carefully managed, sources of imports should be diversified, and international trade relations must be expanded to include new partners and markets. The report concludes with further policy recommendations that aim for the better integration of trade into food security and nutrition policies in the region.
