Yet, since 1958, it has developed one of the few effective, competitive democracies in Latin America. To explain this transformation Daniel H. Levine analyzes the development of modern mass-based political parties with pervasive organizations and commanding strong loyalties; the changing structure and content of social and political conflict; and the gradual emergence of common norms governing political behavior. This book does not pretend to be a general survey of Venezuelan politics. Rather, it is an attempt to understand, for both theoretical and practical purposes, the development of shared "rules of the game" for political action in a heterogeneous society. Once these norms are accepted by key elites, and then imposed on recalcitrant oppositions, they provide a means of controlling and managing political conflict without eliminating it. Mr. Levine's conclusions are based primarily on case studies of specific political conflicts. His study of conflicts over educational reform uncovers the conditions in which a traditional sector of society—Catholic groups and institutions—moved from violent, total opposition to the political system to a position of accommodation. In the second case study he examines the role of students in politics, with special reference to the integration of students in national patterns of conflict and opposition. Originally published in 1973. Book excerpt: How Nicolás Maduro reinvented authoritarianism for the twenty-first centurVenezuela, which once enjoyed periods of democratically elected governments in the latter half of the twentieth century, has descended into autocratic rule, coupled with economic collapse. In his new book, Autocracy Rising, veteran scholar of Latin American politics Javier Corrales explores how and why this happened. Corrales focuses on two themes: party systems and institutional capacity. He argues that Venezuela’s democratic backsliding advanced when the ruling party obtained far too much electoral clout while the opposition fragmented. The state then took control of formerly independent agencies of the state. This allowed the ruling party to use and abuse of the law to favor the president—which in turn generated a permanent economic crisis. After succeeding Hugo Chávez in 2013, Nicolás Maduro confronted, unexpectedly, another change in the party system: a rising opposition. This triggered deeper autocratization. To survive, the state was compelled to modernize autocratic practices and seek alliances with sinister partners. In short, Maduro concentrated power, paradoxically, by sharing power. Autocracy Rising compares what occurred in Venezuela to twenty other cases throughout Latin America where presidents were forced out of office. Corrales illuminates the depressing cycle in which semi-authoritarian regimes become increasingly autocratic in response to crisis, only to cause new crises that lead to even greater authoritarianism.

Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

Run on the principle that state resources should serve as a weapon of the poor to advance revolutionary social change, the station covered everything from Hugo Chávez’s speeches to barrio residents' complaints about bureaucratic mismanagement. In Channeling the State, Naomi Schiller explores how and why Catia TVe's founders embraced alliances with Venezuelan state officials and institutions. Drawing on long-term ethnographic research among the station's participants, Schiller shows how community television production created unique openings for Caracas's urban poor to embrace the state as a collective process with transformative potential. Rather than an unchangeable entity built for the exercise of elite power, the state emerges in Schiller's analysis as an uneven, variable process and a contentious terrain where institutions are continuously made and remade. In Venezuela under Chávez, media activists from poor communities did not assert their autonomy from the state but rather forged ties with the middle class to question whose state they were constructing and who it represented.

It helps situate readers familiar or not with Latin American in the context that is Caracas, Venezuela, a city displaying one of the world’s highest homicide rates. The book offers a qualitative comparison of the informal mechanisms of social control in three barrios of Caracas. This comprehensive analysis can help explain high homicide rates, while socio-economic conditions improved due to substantial oil windfalls in the twenty-first century. The author describes why informal social control was not effective in some barrios, and points to the role of some organizational arrangements in increasing the incentives to use violence, even under improving socio-economic conditions. The analysis addresses a gap in the literature on violence, which mainly posits high violence rates after economic downturns. Specifically, it investigates social capital's moderating effect between Caracas' political and economic structures and high violence rates. This book concludes that perverse social capital found in the barrios of Caracas helps explain high violence rates while socio-economic indicators improved until the early 2010s. Students and researchers interested in security studies or Latin America will benefit from this book because of its extensive theoretical discussions, use of primary sources, and unique multidisciplinary analysis of urban violence.
