Book Problems and Perspectives of Conventional Disarmament in Europe

Download or read book Problems and Perspectives of Conventional Disarmament in Europe written by United Nations Institute for Disarmament Research UNIDIR and published by Routledge. This book was released on 2021-01-26 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1989, explores the ideas, proposals and counterproposals surrounding the thorny issue of Cold War conventional force disarmament in Europe. European nations acknowledged the need to reduce military tensions, but divergences remained as to the concrete ways and means for the attainment of the security objectives on the basis of mutually acceptable reductions of their respective forces. A UNIDIR-organized conference examined these issues, and presented here are the conference reports and findings, together with speaker responses.

Book Efficacy and Efficiency in Multilateral Policy Formation

Download or read book Efficacy and Efficiency in Multilateral Policy Formation written by Jurrjens and published by Martinus Nijhoff Publishers. This book was released on 2023-09-29 with total page 584 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new work examines three important case-studies of international conference diplomacy concerning military security, as presented at the semi-universal Geneva negotiations on the Chemical Weapons Convention (1992), the regional Stockholm conference on Confidence- and Security-Building Measures (CSBMs, 1986) and the Vienna bloc-to-bloc talks between East and West on Mutual and Balanced Force Reductions (MBFR, 1989). The authors describe in great detail the course and results of these conferences, and make a comparison of the negotiating processes before and after the abolition of the Warsaw Treaty Organization after the political events of 1989 in Eastern Europe. The central terms underlying this study are defined within a newly developed comprehensive theoretical framework that is used to analyze the three negotiating processes. In the final chapter a number of concrete recommendations are made which aim to increase the efficacy and efficiency of future multilateral negotiations.

This book was released on 1998 with total page 318 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the Cold War, Europe - at both sides of the Iron Curtain - was the area with the highest concentration of nuclear weapons in the world. These weapons were integrated into the security policies and military strategies of either side and would have probably used early in a military confrontation. The revolution of 1989/1991 has changed the parameters of European security completely. The huge conventional forces of the Warsaw Treaty Organization have disappeared, the Soviet Union dissolved, as did the WTO. The rationale for keeping thousands of tactical nuclear weapons in Western Europe did thus no longer exist, and NATO reduced the number of these deployed weapons drastically. Yet, nuclear weapons play still a role in Western as well as in Russian military strategy, and they have a major impact on the way NATO enlargement is viewed in Moscow in the ways Russia reacts to this process, even though NATO has declared not to station muclear arms in any of the new member states. This is the framework within which the authors of this book inquire the thinking in European countries about nuclear weapons, security, arms control and disarmament. Their findings point to a considerable inertia of thinking. While in the United States, a major debate is under way to question the utility of nuclear weapons altogether and to explore possible pathes towards complete nuclear disarmament, such a debate is not discernible in Europe. Political elites are rather cautious; while they support the disarmament process in principle, and have clear ideas what the next steps might be, they are the more cautious the more far-reaching measures are proposed, and display considerable skepticism towards the ultimate goal of a world free of nuclear arms.

Book Britain and the Geneva Disarmament Conference

Download or read book Britain and the Geneva Disarmament Conference written by C. Kitching and published by Springer. This book was released on 2002-12-17 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this fascinating study, Carolyn Kitching examines the role which Britain played at the Geneva Disarmament Conference, an event which marked a watershed in inter-war international relations. Failure to reach agreement in Geneva hastened the collapse of the Treaty of Versailles, and gave the green light for German re-armament. Britain was arguably the only Power capable of mediating between conflicting French and German demands over the Treaty's disarmament clauses, and this analysis reveals that the traditional interpretation of British policy at the conference needs to be drastically revised.

This collection aims to rectify this by placing the role of the EU in the non-proliferation of nuclear weapons within an analytical framework inspired by emerging literature on the performance of international organisations.

Book Building Confidence and Security in Europe

Download or read book Building Confidence and Security in Europe written by Yoav Ben-Horin and published by . This book was released on 1986 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This study addresses the potential contribution of confidence- and security-building measures (CSBMs) toward their goal of building confidence and security in Europe. First, the report surveys and discusses various publicly stated U.S. or NATO objectives for CSBMs, distilling these to three core objectives: inhibiting the threatened use of force for political intimidation, reducing misunderstanding/miscalculation, and making surprise attack less likely. It then describes the original NATO package of CSBMs, which consisted of six measures presented in January 1984 at the Conference on Disarmament in Europe (CDE) in Stockholm, analyzing and evaluating that package in the context of U.S./NATO objectives for CSBMs. Finally, it identifies several potential options available to the West for the future development of CSBM packages within the CDE. The study includes a brief summary of the main elements in both the original NATO package and the concluding document (reproduced in an appendix) of the Stockholm conference."--Rand abstracts.

Book Confidence and Security Building Measures in the New Europe

Download or read book Confidence and Security Building Measures in the New Europe written by Zdzislaw Lachowski and published by Oxford University Press. This book was released on 2004 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The adaptation of the 1990 CFE Treaty and the Vienna Document 1994 of the Negotiations on Confidence- and Security-Building Measures were both completed by the November 1999 OSCE Istanbul summit meeting. In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.
