Since much of a scientist's work consists of constructing arguments to show how experiments and observation bear on a particular theory, the methodologies of theory testing and their philosophical underpinnings are of vital concern to philosophers of science. Confirmation of scientific theories is the topic of Clark Glymour's important book Theory and Evidence,published in 1980. His negative thesis is that the two most widely discussed accounts of the methodology of theory testing - hypothetico-deductivism and Bayesianism - are flawed. The issues Glymour raises and his alternative "bootstrapping" method provided the focus for a conference sponsored by the Minnesota Center for Philosophy of Science and for this book. As editor John Earman says in his preface, the papers presented in Testing Scientific Theories germinate so many new ideas that philosophers of science will reap the harvest for years to come. Topics covered include a discussion of Glymour's bootstrapping theory of confirmation, the Bayesian perspective and the problems of old evidence, evidence and explanation, historical case studies, alternative views on testing theories, and testing particular theories, including psychoanalytic hypotheses and hypotheses about the completeness of the fossil record.

GENERAL PLAN OF THE BOOK Basic scientific research is directed towards the goals of increasing our knowledge of the wor1d and our understanding of the wor1d. Knowledge increases through the discovery and confirmation of facts and laws. Understanding results from the explanation of known facts and laws, and through the formulation of general, systematic theories. Other things being equal, we tend to feeI that our understanding of a c1ass of phenomena increases as we develop increasingly general and intuitively unified theories of that c1ass of phenomena. It is therefore natural to consider the possibility of one very general, unified theory which, at least in principle, governs all known phenomena. The dream of obtaining such a theory, and the understanding that it would provide, has motivated an enormous amount of research by both scientists and philosophers.

The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division over the years know well, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The volumes are entitled, Logic, Foundations of Mathematics and Computability Theory, Foun dational Problems in the Special Sciences, Basic Problems in Methodol ogy and Linguistics, and Historical and Philosophical Dimensions of Logic, Methodology and Philosophy of Science.

Book excerpt: The first part of this book is of an epistemological nature and develops an original theory of scientific objectivity, understood in a weak sense (as intersubjective agreement among the specialists) and a strong sense (as having precise concrete referents). In both cases it relies upon the adoption of operational criteria designed within the particular perspective under which any single science considers reality. The “object” so attained has a proper ontological status, dependent on the specific character of the criteria of reference (regional ontologies). This justifies a form of scientific realism. Such perspectives are also the result of a complex cultural-historical situation. The awareness of such a “historical determinacy” of science justifies including in the philosophy of science the problems of ethics of science, relations of science with metaphysics and social dimensions of science that overstep the traditional restriction of the philosophy of science to an epistemology of science. It is to this “context” that the second part of the book is devoted.

Moreover the book is not an analy sis just of Tar ski's theory, like that of Moreno or the respective chapters in Kirkham, though Tarski's theory plays an important role in the whole work presented. The task of the book is to give a detailed answer to some basic questions on truth which have been perennial problems through the centuries and are still discussed today. The answer is given in the light of our knowledge today and with the help of modem logic. But the book explicitly aims at connecting recent problems with re lated ones in the whole history of philosophy. The method to incorporate important philosophers of the tradition into the analysis is that of disputation, i. e. of putting some of their main thesis into objections or counterobjections pro or contra a posi tive answer to the respective question. After the pros and cons are given a detailed answer to the question is proposed and finally commentaries and corrections are given to the objections and counterobjections in the light of the proposed answer.

Book excerpt: In May of 1973 we organized an international research colloquium on foundations of probability, statistics, and statistical theories of science at the University of Western Ontario. During the past four decades there have been striking formal advances in our understanding of logic, semantics and algebraic structure in probabilistic and statistical theories. These advances, which include the development of the relations between semantics and metamathematics, between logics and algebras and the algebraic-geometrical foundations of statistical theories (especially in the sciences), have led to striking new insights into the formal and conceptual structure of probability and statistical theory and their scientific applications in the form of scientific theory. The foundations of statistics are in a state of profound conflict. Fisher's objections to some aspects of Neyman-Pearson statistics have long been well known. More recently the emergence of Baysian statistics as a radical alternative to standard views has made the conflict especially acute. In recent years the response of many practising statisticians to the conflict has been an eclectic approach to statistical inference. Many good statisticians have developed a kind of wisdom which enables them to know which problems are most appropriately handled by each of the methods available. The search for principles which would explain why each of the methods works where it does and fails where it does offers a fruitful approach to the controversy over foundations.
