Conditional Cash Transfer programs (CCTs) provide cash to poor families upon the fulfillment of conditions related to the education and health of their children. Even though CCTs aim to improve educational attainment, it is not clear whether Departments or Ministries of Education have internalized CCTs into their own sets of policies and whether that has had an impact on the quality of education being offered to low income students. Equally intriguing is the question of how conditional cash transfer programs have been politically sustained in so many countries, some of them having existed for over ten years. In order to explore that, this book will build upon a comparative study of three programs across the Americas: Opportunity NYC, Subsidios Condicionados a la Asistencia Escolar (Bogota, Colombia), and Bolsa Famila (Brazil). The book presents a detailed and non-official account on the NYC and Bogota programs and will analyze CCTs from both a political and education policy perspective.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Book excerpt: This paper uses baseline data from the randomized experiment of the conditional cash transfer program - Red de Protección Social, Nicaragua to conduct an ex ante evaluation and compares results to those of the experimental evaluation. Reduced form estimation of a behavioural model using a health production framework forms the basis of the evaluation. A Klein and Spady semi-parametric single index model is used to predict unobserved outcomes under the treatment. The sample consists of children aged 7-13 who have not completed grade 4. The evaluation shows that the ex ante approach closely matches the experimental outcomes in the case of girls and over predicts the impact for boys.

Book excerpt: There is an increasing recognition that investment in human development at an earlier age can have a significant impact on the lifetime earnings capacity of an individual. This notion is the basis for the popularity of conditional cash transfer programs to help boost child health and education outcomes. The evidence on the impact of conditional cash transfers on health and education outcomes, however, is mixed. This paper uses panel data from a pilot project and evaluates the impact of conditional cash transfers on consumption, education, and nutrition outcomes among poor rural families in Bangladesh. Given implementation challenges the intervention was not able to improve school attendance. However the analysis shows that the pilot had a significant impact on the incidence of wasting among children who were 10-22 months old when the program started, reducing the share of children with weight-for-height below two standard deviations from the World Health Organization benchmark by 40 percent. The pilot was also able to improve nutrition knowledge: there was a significant increase in the proportion of beneficiary mothers who knew about the importance of exclusively breastfeeding infants until the age of six months. The results also suggest a significant positive impact on food consumption, especially consumption of food with high protein content.

Book excerpt: Abstract: This paper presents evidence about the impact on school enrollment of a program in Ecuador that gives cash transfers to the 40 percent poorest families. The evaluation design consists of a randomized experiment for families around the first quintile of the poverty index and of a regression discontinuity design for families around the second quintile of this index, which is the program's eligibility threshold. This allows us to compare results from two different credible identification methods, and to investigate whether the impact varies with families' poverty level. Around the first quintile of the poverty index the impact is positive while it is equal to zero around the second quintile. This suggests that for the poorest families the program lifts a credit constraint while this is not the case for families close to the eligibility threshold.
