Book excerpt: This book offers readers a deeper understanding of the diffusion process of the Conditional Cash Transfer (CCT) programs in Latin America and the role played by experts and international organizations. CCTs have been increasingly implemented around the world in recent decades, and by 2010, 17 countries in Latin America had adopted them. The evidence suggests that this concentration is due to a process of policy diffusion. International organizations contribute to this process; however, the book’s main argument is that there was another, more important actor involved: a regional epistemic community that increased the availability of information about CCTs and reinforced their legitimacy, playing a role in the domestic processes of formulation and adoption. This book addresses the diffusion of the programs throughout the region; diffusion mechanisms that can help us understand the programs’ adoption (emulation, learning and coercion); and the impacts of key actors on the process (epistemic community, international organizations and policymakers).

Between 1990 and 2011 seventeen countries in Central and South America started to provide financial support to poor families, based on the condition that certain health and education requirements are fulfilled. Although Conditional Cash Transfer programs of different countries are usually similar in design and outcome, each of them has its peculiarities. This paper conducts a comparative analysis of Conditional Cash Transfer programs in Peru, named Juntos, and Ecuador, named Bono de Desarrollo Humano. The aim of this paper is two-folded. By taking into account the political regime, historical legacy of social provision, current social policies as well as structural conditions of each country, this paper provides an explanation of similarities and differences of the design and outcome of Juntos in Peru and Bono de Desarrollo Humano in Ecuador. Additional to that, the paper uses this analysis to demonstrate that Conditional Cash Transfer programs alone cannot be made accountable for a reduction in poverty rates and more balanced figures of inequality.

Book excerpt: Abstract: This paper presents evidence about the impact on school enrollment of a program in Ecuador that gives cash transfers to the 40 percent poorest families. The evaluation design consists of a randomized experiment for families around the first quintile of the poverty index and of a regression discontinuity design for families around the second quintile of this index, which is the program's eligibility threshold. This allows us to compare results from two different credible identification methods, and to investigate whether the impact varies with families' poverty level. Around the first quintile of the poverty index the impact is positive while it is equal to zero around the second quintile. This suggests that for the poorest families the program lifts a credit constraint while this is not the case for families close to the eligibility threshold.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Most previous research has focused on education and household income in relation to which parent stays at home to take care of children, but the impact of wealth on fathers' child caretaking time investment has not been thoroughly considered. Prior research has not considered the child caretaking time of parents who remain engaged with the workforce. The purpose of this study is to examine the impact of wealth and class on father child caretaking time. Results show that household wealth is not significantly associated with father caretaking time. However, when wealth and father's educational attainment levels both increase, father caretaking time also increases. Conversely, father caretaking time also increases when fathers have lower educational attainment paired with debt. It appears that wealth and class do make a difference, but only if there is congruence between wealth/debt and educational attainment.

An attendant question is whether program effects are larger when transfers are "conditioned" on certain behaviors, such as a requirement that households enroll their children in school. This paper uses a randomized study design to analyze the impact of the Bono de Desarrollo Humano (BDH), a cash transfer program, on enrollment and child work among poor children in Ecuador. There are two main results. First, the BDH program had a large, positive impact on school enrollment, about 10 percentage points, and a large, negative impact on child work, about 17 percentage points. Second, the fact that some households believed that there was a school enrollment requirement attached to the transfers, even though such a requirement was never enforced or monitored in Ecuador, helps explain the magnitude of program effects.."--World Bank web site.

Political polarization is traditionally viewed as the result of competing left/right ideologies. In The Authoritarian Divide, Orçun Selçuk argues that, regardless of ideology, polarization is driven by dominant populist leaders who deliberately divide constituents by cultivating a dichotomy of inclusion and exclusion. This practice, known as affective leader polarization, stymies compromise and undermines the democratic process. Book excerpt: The authors examine how a government-run cash transfer program targeted to poor mothers in rural Ecuador influenced the health and development of their children. This program is of particular interest because, unlike other transfer programs that have been implemented recently in Latin America, receipt of the cash transfers was not conditioned on specific parental actions, such as taking children to health clinics or sending them to school. This feature of the program makes it possible to assess whether conditionality is necessary for programs to have beneficial effects on children. The authors use random assignment at the parish level to identify the program's effects. They find that the cash transfer program had positive effects on the physical, cognitive, and socioemotional development of children, and the treatment effects were substantially larger for the poorer children than for less poor children. Among the poorest children in the sample, those whose mothers were eligible for transfers had outcomes that were on average more than 20 percent of a standard deviation higher than those for comparable children in the control group. Treatment effects are somewhat larger for girls and for children with more highly-educated mothers. The authors examine three mechanisms-better nutrition, greater use of health care, and better parenting-through which the transfers might influence child development. The program appeared to improve children's nutrition and increased the chance they were treated for helminth infections. But children in the treatment group were not more likely to visit health clinics for growth monitoring, and the mental health and parenting of their mothers did not improve.

Most of these governments improved the basic conditions of poor women and their families. Many significantly advanced women's representation in national legislatures. Some legalized same-sex relationships and enabled their citizens to claim their own gender identity. They also opened opportunities for feminist and LGBT movements to press forward their demands.
