Book excerpt: Concepts for underground panel or drift seals at the Waste Isolation Pilot Plant are developed to satisfy sealing requirements of the operational period. The concepts are divided into two groups. In the ``NOW`` group, design concepts are considered in which a sleeve structure is installed in the panel access immediately after excavation and before waste is emplaced. In the ``LATER`` group, no special measures are taken during excavation or before waste emplacement; the seal is installed at a later date, perhaps up to 35 years after the drift is excavated. Three concepts are presented in both the NOW and LATER groups. A rigid sleeve, a yielding sleeve, and steel rings with inflatable tubes are proposed as NOW concepts. One steel ring concept and two concrete monoliths are proposed for seals emplaced in older drifts. Advantages and disadvantages are listed for each concept. Based on the available information, it appears most feasible to recommend a LATER concept using a concrete monolith as a preferred seal for the operational period. Each concept includes the potential of remedial grout and/or construction of a chamber that could be used for monitoring leakage from a closed panel during the operational period. Supporting in situ demonstrations of elements of the concepts are recommended.

Book excerpt: This report presents a preliminary evaluation of design concepts for the eventual sealing of the shafts, drifts, and boreholes at the Waste Isolation Pilot Plant Facility. The purpose of the seal systems is to limit the flow of water into, through, and out of the repository. The principal design strategy involves the consolidation of crushed or granular salt in response to the closure of the excavations in salt. Other candidate seal materials are bentonite, cementitious mixtures, and possibly asphalt. Results from in situ experiments and modeling studies, as well as laboratory materials testing and related industrial experience, are used to develop seal designs for shafts, waste storage panel entryways, non-waste containing drifts, and boreholes. Key elements of the ongoing experimental program are identified. 112 refs., 25 figs., 1 tab.

Additionally, the use or adaptation of existing technologies for placement of the seal components combined with the use of available, common materials assure that the design can be constructed.

As regulations are currently understood and seal concepts envisioned, emplaced salt is the sole long-term seal component designed to prevent the shafts from becoming preferred pathways for rating gases or liquids. Studies under way in support of the sealing function of emplaced salt include laboratory testing of crushed salt small-scale in situ tests, constitutive modeling of crushed salt, calculations of the opening responses during operation and closure, and design practicalities including emplacement techniques. This paper briefly summarizes aspects of these efforts and key areas of future work.

Book excerpt: The Waste Isolation Pilot Plant (WIPP) is a planned geologic repository for permanent disposal of transuranic waste generated by US government defense programs. Located near Carlsbad in southeastern New Mexico, the facility's disposal regions are mined from the bedded salt of the Salado Formation at a depth of approximately 652 m. Four shafts service the operational needs of the facility for air intake, exhaust, waste handling and salt handling. These shafts range in diameter from 3.5 to 6.1 m and extend from the ground surface to the repository. During repository closure, following an operational life of approximately 50 years, these shafts will be sealed in accordance with an acceptable design. Under contract to the US Department of Energy (DOE), the Repository Isolation Systems Department (RISD) of Sandia National Laboratories has developed a design for the WIPP shaft sealing system. This design has been reviewed by the US Environmental Protection Agency (EPA) as part of the 1996 WIPP Compliance Certification Application (CCA). An effective shaft sealing system for the WIPP will limit liquid and gas flows, and permanently prevent the migration of radiological or other hazardous constituents through the sealed shafts from repository to accessible environment. Because of these performance objectives, a significant effort has been directed toward evaluation of the seal design. Whereas RISD (1996) provides a comprehensive discussion, this paper focuses on only one aspect of the evaluation effort, namely a full shaft, fluid flow model.
