Book excerpt: The purpose of this paper is to provide a basic and concise guide to designing asphalt concrete (AC) overlays over existing AC pavements. The basis for these designs is deflection data obtained from nondestructive testing (NDT) equipment. This data is used in design procedures which produce required overlay thickness or an estimate of remaining pavement life. This guide enables one to design overlays or better monitor the designs being performed by others. This paper will discuss three types of NDT equipment, the Asphalt Institute Overlay Designs by Deflection Analysis and by the effective thickness method as well as a method of estimating remaining pavement life, correlations between NDT equipment and recent correlations in Washington State. Asphalt overlays provide on of the most cost effective methods of improving existing pavements. Asphalt overlays can be used to strengthen existing pavements, to reduce maintenance costs, to increase pavement life, to provide a smoother ride, and to improve skid resistance.

Information is presented on reasons for overlaying a pavement and on the vaious methods available for design of an asphalt overlay. A pavement overlay may be required because of inadequate ride quality, excessive pavement distress, reduced friction between tire and pavement, high user costs, or inadequate structural capacity for planned use. This report of the Transportation Research Boad discusses the current methods used for designing asphalt concrete overlays with emphasis on deflection-based and analytical procedures.

The increasing popularity of nondestructive pavement evaluation methods, based on interpretation of surface deflection, has promoted the development of several types of NDT devices. One such device is the falling weight deflectometer (FWD), which is used for the purpose of pavement evaluation in North Carolina. This paper presents a methodology for the testing, evaluation, and determination of overlay thickness required for a given pavement section and subgrade condition. The overlay design procedure presented makes use of some of the recent developments for analysis and design of asphaltic concrete overlays. The evaluation of in-service pavements includes the use of the deflection parameters developed by testing of the existing pavements with known geometry for determining the moduli of various pavement layers and the required overlay thickness. The method utilizes empirical values and the VESYS structural subsystem as an integral approach complementary to each other.

Book excerpt: Mechanistic design concepts for conventional flexible pavement (asphalt concrete (AC) surface + granular base/subbase) for highways are proposed and validated. The procedure is based on ILLI-PAVE, a stress dependent finite element computer program, coupled with appropriate transfer functions. Two design criteria are considered: AC flexural fatigue cracking and subgrade rutting. Fatigue cracking is controlled by limiting the tensile strain at the bottom of the AC layer. Subgrade rutting is controlled by limiting the stress-ratio at the granular layer-subgrade interface. Algorithms were developed relating pavement response parameters (stresses, strains, deflections) to AC thickness, AC moduli, granular layer thickness, and subgrade moduli. Extensive analyses of the AASHO Road Test flexible pavement data are presented supporting the validity of the proposed concepts.
