Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Yakovlevich Shlayen and published by . This book was released on 1998 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report results from a contract tasking Ergocenter as follows: The contractor will 1) formulate the theoretical concepts of human spatial orientation in flight and psychophysiological principles of helmet mounted display (HMD) design for representation of aircraft spatial attitude position and determine the factors that increase and decrease the efficiency of a HMD as a spatial orientation indicator; 2) study the psychophysiological particularities of visual perception while using the various versions of a HMD; 3) substantiate on a basis of analysis of performed investigations the recommendation on the scope and form of presentation to a flyer the basic information about spatial attitude position of a steered aircraft for HMD visor during unusual attitude recognition and its recovery to flat and level flight.--Report documentation page.

Book Columbia Crew Survival Investigation Report

Download or read book Columbia Crew Survival Investigation Report written by Nasa and published by PDQ Press. This book was released on 2009 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: NASA commissioned the Columbia Accident Investigation Board (CAIB) to conduct a thorough review of both the technical and the organizational causes of the loss of the Space Shuttle Columbia and her crew on February 1, 2003. The accident investigation that followed determined that a large piece of insulating foam from Columbia's external tank (ET) had come off during ascent and struck the leading edge of the left wing, causing critical damage. The damage was undetected during the mission. The Columbia accident was not survivable. After the Columbia Accident Investigation Board (CAIB) investigation regarding the cause of the accident was completed, further consideration produced the question of whether there were lessons to be learned about how to improve crew survival in the future. This investigation was performed with the belief that a comprehensive, respectful investigation could provide knowledge that can protect future crews in the worldwide community of human space flight. Additionally, in the course of the investigation, several areas of research were identified that could improve our understanding of both nominal space flight and future spacecraft accidents. This report is the first comprehensive, publicly available accident investigation report addressing crew survival for a human spacecraft mishap, and it provides key information for future crew survival investigations. The results of this investigation are intended to add meaning to the sacrifice of the crew's lives by making space flight safer for all future generations.
