Through an analysis of the UK automotive components sector, the author examines the central issues at the core of the competitiveness debate and outlines why there has been such a widespread and severe decline in the performance of British manufacturing. It draws on findings from visits to thirty British manufacturers and also to thirty overseas manufacturers in Germany, the USA and Japan, matched on a product basis to allow comparisons and a genuine international perspective. The author concludes that competitive decline is due, in part, to a weakness in the strategic management capability of many UK companies, and also to the lack of adequate co-ordination and co-operation between customer and supplier industries. Dr Carr identifies the remaining areas of vulnerability and priorities for action, and finally considers the implications for Britain's overall competitiveness.

Book excerpt: This paper explicitly takes into account the dynamic oligopolistic rivalry among source producers to evaluate the degree of exchange rate pass-through. Using recent time-series techniques for the case of imported automobiles in Switzerland, the results show that prices are strategic complements and that the degree of pass-through is lower in the long run than in the short run. We attribute this to the fact that, although some rivals match long-term price changes, others do not, inducing the producer who faces a change in exchange rate to absorb a greater proportion of the variation.

It shows how European automakers were part of these changes and how their influence within the institutions of the European Union (EU) yielded a wide range of policy compromises governing a single European car market. The book begins by reviewing the history of the EU and the logic of regional free trade, and goes on to develop a political explanation for the kinds of changes that actually occurred. The author argues that European automakers enjoyed a privileged place in the political arena, albeit one much transformed by the new institutions of the EU. Therefore, these firms often significantly influenced regional policy outcomes. The argument is applied to policymaking in the important areas of environmental regulation, trade, subsidies, and anti-trust regulation.
