La partecipazione del Ministro per le politiche comunitarie Enrico Letta ha conferito all'incontro un rilievo istituzionale raccordato, in quegli stessi giorni, alla designazione di un esponente politico italiano di spicco, Romano Prodi, alla presidenza dell'Unione europea. Il dossier esce nel momento in cui lo stesso presidente Prodi avvia - con la sua rinnovata squadra - il delicato governo dell'Europa comunitaria, nel passaggio di secolo e di millennio, annunciando, proprio sui temi della comunicazione e delle relazioni con i cittadini, profondi cambiamenti e una strategica attenzione. In un certo senso - pur nella consapevolezza dei limiti di un "trattamento convegnistico", queste pagine sono intese come un contributo ad un dibattito che gli stati nazionali (raccordando più strettamente l'apporto, su questo terreno particolarmente prezioso, di regioni ed enti locali) debbono esprimere in forme aperte, creative e meno gelose delle proprie prerogative interne."
