La conferenza su La comunicazione pubblica in Europa è stata concepita, a fine 1998, a Bruges nel corso della XII sessione del Club of Venice (coordinamento dei responsabili sulla comunicazione istituzionale dei paesi dell'Unione europea) e realizzata, con la partecipazione attiva di alcuni membri di questo coordinamento e di altri operatori, nell'aprile del 1999, grazie a molteplici collaborazioni presso L'università IULM di Milano. La partecipazione del Ministro per le politiche comunitarie Enrico Letta ha conferito all'incontro un rilievo istituzionale raccordato, in quegli stessi giorni, alla designazione di un esponente politico italiano di spicco, Romano Prodi, alla presidenza dell'Unione europea. Il dossier esce nel momento in cui lo stesso presidente Prodi avvia - con la sua rinnovata squadra - il delicato governo dell'Europa comunitaria, nel passaggio di secolo e di millennio, annunciando, proprio sui temi della comunicazione e delle relazioni con i cittadini, profondi cambiamenti e una strategica attenzione. In un certo senso - pur nella consapevolezza dei limiti di un "trattamento convegnistico", queste pagine sono intese come un contributo ad un dibattito che gli stati nazionali (raccordando più strettamente l'apporto, su questo terreno particolarmente prezioso, di regioni ed enti locali) debbono esprimere in forme aperte, creative e meno gelose delle proprie prerogative interne."

On the one hand the field of Digital Humanities opens up new perspectives to study the image of the city before, during and after the war, on the other hand digital technologies engage academics and researchers from various disciplines: In particular, in the area of drawing, the role of representation in the formulation of urban defence projects and in the documentation of wartime events and the traces left behind by conflicts is explored, while in the area of conservation, the theoretical and practical challenges imposed by the damage caused by conflicts to historic centres are explored, reviewing case studies, solutions and debates relating to the conservation of urban heritage involved in wartime actions, with a focus on identity and collective memory.
