It has become widely recognized that the majority of mentally retarded persons are not optimally served due largely to organizational inadequacies in the present system. The system is a patchwork of individual services which are the products of various times over the last 100 years. Existing services are still largely dominated by vestigial ideologies and practices of the past. They lack extensive public support and involvement, and fall to make use of the most advanced service and organizational technology. They tend to be poorly planned, uncoordinated, and resistant to change. Recent developments in community attitudes and beliefs about mental retardation have set the stage for the emergence of a new service approach. Retarded persons are coming to be seen as citizens with socio-legal status and rights, and as capable of adaptation and growth far beyond earlier expectations. At the same time, new service technology is making it possible for retarded persons to gain more adequate living skills and habits, and become more fully integrated into society. These development have led to the emergence of a new service model: the comprehensive community service system (ComServ). ComServ is essentially a model of human services base don lessons learned from the successes and failures of the past, and prescriptions which may be derived from contemporary organizational theory. It is aimed at the normalization and integration of handicapped persons into the mainstream of community life, through a comprehensive range of services and activities withing a coordinated regional service delivery system. In the present study, an attempt was made to articulate, operationalize, and pretest the ComServ model by means of computer simulation. An original, large-scale, discrete system simulation program was written in FORTRAN and operationalized on an IBM 370 Model 158 system. The simulation incorporates a large number and variety of psychological, sociological, economic, and demographic variables, and is designed to permit an experimenter to test hypotheses concerning service comprehensivess, system effectiveness, cost-effectiveness relationships, incidence and prevalence, continuous versus discontinuous services, and many related issues. It is particularly suited for plotting "alternative futures" based on different planning and implementation strategies. Preliminary runs have been conducted to simulate the emergence of the multi-purpose institution, the development of a comprehensive system, the operation of ComServ under hypothetical conditions of virtually unlimited resources, and the transition from an institution-dominated system to a community-based system. Only minimal validation procedures have been undertaken to date, but early results are encouraging. Computer simulation of multi-organizational service systems is considered to have potential for some significant contributions. It produces explicit statements of relationships which are testable and falsifiable. It is capable of synthesizing a great variety of disparate units of knowledge which might otherwise remain unrelated. Finally, it may serve as an aid in the planning of change, the training of planners and administrators, and the management of complex systems.
