Book excerpt: The MANPOWER MANAGEMENT SYSTEM Task seeks to integrate the growing body of psychological, mathematical, and computer technology in the solution of manpower management problems. Under Task research objectives a specific requirement was generated for the development of rotation policy models for use in evaluating alternative manpower policies for the inventory, allocation, and assignment of U.S. Army personnel in current and future systems. Eight manpower flow models, presented in this report, were developed to represent the Army personnel system under varying requirements and levels of complexity with respect to type of duty tour, flow of personnel, duration of tours, allocation of personnel, and alternation policy. Sample nomograms, facilitating estimation of effects of selected policy alternatives, are provided. Additional nomograms, based on models in the series, are presented in AD-640 005. In addition to the sample charts, a set of symbols is provided in a glossary which the user may apply in working with a specific problem selected for study. Computer programs for estimating CONUS tour lengths have been written for two of the steady-state system models described in this report. A dynamic model has also been developed, using a computer simulation to represent the system during periods of transition. This model and its application will be described in a later publication. Book excerpt: The title of this book is Techniques in Corporate Manpower Planning: Methods and Applications. Manpower planning, also called personnel plan ning, implies the analysis of possible discrepancies in the future between personnel demand and supply. Personnel demand will also be called person nel requirement; and personnel supply, personnel availability. The notion of corporate manpower planning refers to the planning of personnel on the level of an industrial or governmental organization. As such, it does not stand for manpower planning for branches of industries or labor market studies of countries or international communities. One type of manpower planning is the planning of short-term succes sions of managers or the assignment planning of positions for individual employees for the next year. In fact, this type of short-term manpower plan ning is always executed, whether formally or informally, centrally or other wise. Another type of manpower planning, however, may be executed to match the requirement for and availability of personnel for the medium and long term. This type of manpower planning considers groups of employees rather than individuals. Our goal is to consider medium- and long-term manpower planning for groups of employees. We call this the multicategory vii Vlll PREFACE approach to manpower planning. In our view, this medium-and long-term personnel planning provides the conditions for individual manpower plan ning or for personnel development.

Book excerpt: This volume is the proceedings of a symposium entitled, "Strategic Human Resource Planning Applications" which was held at the University of Pennsylvania in Philadelphia on December 4-6, 1985. The meeting was sponsored by the Research Committee of the Human Resource Planning Society. In developing the symposi~m, the Research Committee built upon a study which resulted in a broad research agenda for the Society. The thrust of that research agenda was emphasis on linking the state-of- practice with the state-of-the-art. In the case of the symposium emphasiS was on the presentation of forward looking applications which could help member organizations link current practice with the research frontier. The meeting had sessions on (1) Description of Issues, (2) Human Resource Costs and Strategy, (3) Case Studies of Strategic Planning, (4) Computer Technology and Office Automation, (4) Large Scale Forecasting and Compensation Issues, (5) Models for Policy Analysis, (6) Work Force Optimization, (7) Implementation of Information Processing Activities, (8) Productivity Analysis, and (9) Relationship of Strategy to Practice. Thirty papers were presented with discussion sessions at appropriate points in the m~eting. This volume contains 18 of these papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arraigned.
