At first it was useful in improving the performance of voice communications. But then it made possible extraordinary computer capability in manageable size-and at man ageable cost. First came large mainframe computers for only the largest companies; and later the microcomputer as we know it today. The increasing use of computers, in the 1960's with their ability to manipulate and store vast quantities of information, stimulated the need for computers to communicate with one another and so tele phone circuits had to be segregated and conditioned specifically for computer traffic, using the modem. Computers ushered in a new era of business communications in which data could be developed, ma nipulated, stored or transmitted with remarkable ease. The recent pace of technological advancement has been breath taking and, today, the distinction between communications and computers is no longer even necessary. Computers, at the very core of communications networks, route and control communications on major common carriers. The decade of the 1980's is bearing the fruits of the marriage of computers and communications. For the first time networks are en abling organizations to utilize the combined processing power of computers and communications equipment.

NeTWork is sponsored by the Werner-Reimers Foundation (Bad Homburg, Germany) and the Maison des Sciences de l'Homme (Paris). The NeTWork study group has set itself the task of intellectually penetrating various problem domains posed by the introduction and spread of new technologies in work settings. This problem focus requires interdisciplinary co-operation. The usual mode of operating is to identify an important problem within the NeTWork scope, to attempt to prestructure it and then to invite original contributions from European researchers or research teams actively involved in relevant analytic or developmental work. A specific workshop serves to cross-fertilize the different approaches and to help to integrate more fully the individual contributions. The concept of telematics refers to the integration of computer, telecommunication and information technologies. It alludes to the opportunities presented by the technical means to communicate and transfer data over large distances by "intelligent equipment". Teleshopping, teleconferencing, teleworking and telebanking are but a few examples of a development which influences both public and private environments. Both households and workplaces are likely to be thoroughly changed by telematics. This publication emphasises the application of telematics in working environments. The central questions of the book are: How will the present and future development of telematics effect the nature and organization of work, and under which conditions will this development be optimal? From the various contributions it is clear that telematics is not a single direct cause or determinant of particular changes in work and organization. The development and application of telematics depend on decision making of actors at a political scene both outside and inside the work organizations. The effects of the use of these applications appear to be co-determined by many other factors. In fact, the technology interacts with political, economic, and social factors in a complex process that shapes new organizational forms and work relationships.

The average American can dial almost anywhere in the world directly, store and forward a message, or transmit a fax in less than a minute; often for less than the real cost of a 500-mile telephone call tweny-five years ago. The combination of telecommunications breakthroughs, competition among new and old carriers, and the AT&T breakup has transformed the telephone industry and provided customers with a new array of equipment and services. Robert W. Crandall examines the effects of the AT&T breakup and weighs the costs and benefits to the residential and business consumer. On balance, he finds that the efficiency gains from opening up the telephone industry have more than offset the possible efficiency losses, which may be caused by the sacrifice of economies of scale and scope or the absence of fully compatible equipment and services. The replacement of regulation with competition has led to greater productivity in the telephone industry, a more efficient rate structure, and lower equipment prices. Crandall traces the telecommunications evolution from its early beginnings as pairs of copper wires up through the historic 1982 decision to divest. He investigates the impact of technological changes, competition, and the advent of divestiture on the quality of service, local and interexchange service rates, productive efficiency, and income distribution. He also focuses on problems that linger after the breakup in the increasingly competitive but highly regulated sector.
