INS's facilities management staff must track the entire inventory of INS buildings, making sure that they are properly operated and maintained, and must plan and oversee each new construction or repair and alteration project. Lease negotiation is another important facilities management function. To manage its facilities requirements, projects, and resources as effectively and efficiently as possible, INS determined that it needs a computer-aided facility management system that combines all facility management functions into a single, comprehensive system usable at all levels of the organization. This report conveys the results of a study to identify CAFM software that best meets INS functional requirements. The study also specifies the hardware and other resources required for an integrated facility management system using the selected CAFM software, and proposes a plan for implementing the new system.

Der Begriff "Facilities" bedeutet zunächst wörtlich übersetzt technische Einrichtungen oder Anlagen. Hierzu zählen Sachressourcen wie Grundstücke, Gebäude, Infrastrukturanlagen sowie Kommunikations- und Energieversorgungsnetze aber auch Maschinen und Arbeitsplätze. Die GEFMA (German Facility Management Association), der Deutsche Verband für Facility Management, definiert Facility Management als: „Facility Management ist ein unternehmerischer Prozeß, der durch die Integration von Planung, Kontrolle und Bewirtschaftung bei Gebäuden, Anlagen und Einrichtungen (Facilities) und unter Berücksichtigung von Arbeitsplatz und Arbeitsumfeld eine verbesserte Nutzungsflexibilität, Arbeitsproduktivität und Kapitalrentabilität zum Ziel hat. Facilities werden als strategische Ressourcen in den unternehmerischen Gesamtprozeß integriert.“ 1 FM umfasst somit Sachmittel und Dienste, die erforderlich sind, um Mitarbeiter in ihrem Kerngeschäft zu unterstützen. Hieraus wird schon ersichtlich, dass sich FM nicht nur auf die Verwaltung von Gebäuden und Anlagen beschränkt, sondern die Aufgabenbereiche viel umfangreicher sind. FM basiert auf drei Kernelementen, den drei Säulen des FM. Diese sind die Ganzheitlichkeit, der Lebenszyklus der betrachteten Sachressourcen sowie die Transparenz innerhalb des Unternehmens. Ganzheitlichkeit bezeichnet die Betrachtung der Sachressourcen über die Bereichsgrenzen hinaus. Die einzelnen Sachressourcen werden in den jeweiligen Bereichen aus verschiedenen Blickwinkeln gesehen. Eine isolierte Sichtweise wird dadurch vermieden. FM wirkt über den gesamten Lebenszyklus eines Objektes hinweg - angefangen mit der integrierten Planung und Erstellung, über das technische, kaufmännische und infrastrukturelle FM - bis zur Umnutzung oder zum Abriß. Die Objektnutzungsphase bildet den Schwerpunkt, da hier anteilsmäßig die höchsten Kosten entstehen. Transparenz ist die dritte Säule des FM.
