They address the role of languages in comparative research and they all try to reach beyond the opposition between universalism and culturalist relativism or particularism. Ces phases sont les lieux d’interactions entre différents acteurs, parmi lesquels des personnes et des institutions. La communication, les systèmes d’information et la technologie facilitent ces interactions. Ce cadre peut s’appliquer à la mise en œuvre d’un ou plusieurs programmes ainsi qu’à la mise en place d’une protection sociale adaptative. Le Manuel de référence des systèmes de mise en œuvre de la protection sociale s’articule autour de huit principes clés qui constituent le code de conduite de la mise en œuvre : 1. Les systèmes de mise en œuvre ne suivent pas un modèle unique, mais tous les modèles partagent des points communs qui forment le coeur du cadre de mise en œuvre des systèmes de protection sociale. 2. La qualité de la mise en œuvre a une grande importance et la faiblesse de l’un des éléments constitutifs de la chaîne de mise en œuvre affectera négativement l’ensemble de celle-ci et réduira les impacts du ou des programmes qui lui sont associés. 3. Les systèmes de mise en œuvre évoluent dans le temps, de manière non linéaire et leur point de départ est important. 4. Dès le début de la mise en œuvre, des efforts devront être déployés pour « garder les choses simples » et pour « bien faire les choses simples ». 5. Le premier segment de la chaîne, à savoir l’interface entre les futurs bénéficiaires et l’administration, est souvent son maillon le plus faible. Son amélioration peut nécessiter des changements systémiques, mais ceux-ci contribueront considérablement à l’efficacité globale et atténueront les risques d’échec de cette interface. 6. Les programmes de protection sociale ne fonctionnent pas dans le vide et, par conséquent, leur système de mise en œuvre ne doit pas être développé en vase clos. Des opportunités de synergies entre institutions et systèmes d’information existent et les saisir peut améliorer les résultats des programmes. 7. Au-delà de la protection sociale, ces systèmes de mise en œuvre peuvent aussi améliorer la capacité des gouvernements à fournir d’autres prestations ou services, comme les subventions à l’assurance maladie, les bourses d’études, les tarifs sociaux de l’énergie, les allocations logement et l’accès aux services juridiques. 8. L’inclusion et la coordination sont des défis omniprésents et permanents. Pour les relever, il faut donc améliorer de façon continue les systèmes de mise en œuvre à travers une approche dynamique, intégrée et centrée sur la personne.

Book excerpt: This book traces the history of the baby-boomers, beginning with an explanation of the cause of the post-war baby boom and ending with the contemporary concerns of ageing boomers. It shows how the baby-boomers challenged traditional family attitudes and adopted new lifestyles in the 1960s and 1970s. Drawing on 90 interviews conducted with baby boomers living in London and Paris, the book demonstrates how their aspirations for leisure and consumption converged with family responsibilities and obligations. It shows how the baby boomers emerged from an authoritative upbringing to challenge some of the traditional assumptions of the family, such as marriage and cohabitation. The rise of feminism led by the baby-boomers is examined, together with its impact on family forms and structures. The book shows how women’s trajectories veered between the two extremes of family and employment, swerving between the models of stay-at-home mother and working woman. It demonstrates how new family configurations such as solo parenting, and recomposed families were adopted by the baby boomers. Today, as they enter into retirement, the baby-boomers remain closely involved in the lives of their children and parents, although relationships with elderly parents are maintained primarily through a sense of duty and obligation. The book concludes that the baby boomers have both been influenced by and actors to the changes and transformations that have occurred to family life. They reconciled and continue to reconcile, individualism with family obligations. As grandparents often with an ageing parent still alive, the baby boomers wish to keep the independence that has been the hallmark of their generation whilst not abandoning family life.

The reasons andvalues behind this belief are perhaps evident,but I amconvincedthat they bear repeating here. To begin with, the hasty generalizations that often liebehind the cynicism—and ultimately the violence—of ethnocentrism and xe- phobia are still being aired today and still need to be fought, even in “unified and advanced” regions of the world like Europe and the United States. The historical and social sciences disciplines need to be solicited constantly in this combat, even though they themselves are terrains of controversy and contestation. I personally have not lost faith in their “progressive” potential and character. Second, my belief is that only through this process of appeal to these disciplines and their findings can we resist a dangerous contemporary slide into simplisticand sensation- ist pictures of the world—viewpoints often associated with an implicit assumption that social and economic change are linear processes, so- how unfolding according to the same neat “logic” wherever they are at work.

On devine clairement les voix des femmes twas dans ce rapport, qui plaident pour des changements et la reconnaissance de leurs droits – en tant qu’autochtones et en tant que femmes. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.

Book excerpt: This volume, which is rooted in biogeophysical studies, addresses conceptions of political action in the Anthropocene and the tension between a desire to accomplish the Promethean project of modernity and a post-Promethean approach. This work explores the idea of an anthropological mutation of political consolidation from a “post-Promethean togetherness”, to creating the capacity to act together. The political thinking of the human condition developed by Hannah Arendt is important here as a resource for thinking about humanity in terms of human adventure. This has three dimensions: hubris, the world and coexistence referring respectively to the logic of profit of the homo oeconomicus, the logic of responsibility of the homo collectivus and the logic of the hospitality of the homo religatus. The intellectual and political attitude outlined in this book is an extension of critical theory: the work also puts forward a critique of what poses a problem in our relationship to the world and suggests how to overcome it, the ultimate goal being social transformation. The author propose an uprising and an anthropological consolidation of politics based on the revitalization that is brought about by the sharing of a conviviality both between humans and with what is non-human. The identification of conviviality as an educational paradigm to survive the Anthropocene gives us the much needed reason for hope despite this heritage of the Anthropocene. In addition to Arendtian thinking, this critical theory for the Anthropocene draws on the political thinking of several contemporary authors including Maurice Bellet, Hartmut Rosa, Andreas Weber, Dominique Bourg, and Christian Arnsperger. This volume is of interest to researchers in the Anthropocene.
