Politics, Planning and Housing Supply in Australia, England and Hong Kong examines the politics and planning of new homes in three very different settings, but with shared political traditions: in Australia, in England and in Hong Kong. It investigates the power-relationships and politics that underpin the allocation of land for large-scale residential schemes and the processes and politics that lead to particular development outcomes. Using a comparative framework, it asks: how different systems of urban governance and planning mediate the supply of land for housing; whether and how these system differences influence the location, quantity and price of residential land and the implications for housing outcomes; what can be learned from these different systems for allocating land, building consensus between different stakeholders, and delivering a steady supply of high quality and well located homes accessible to, and appropriate for, diverse housing needs. Throughout the book, policy making is regarded as involving trade-offs between what is politically feasible and what is operationally feasible. This framework enables readers to view policy making from the perspective of politicians and civil servants as they react to diverse demands and pressures and seek to devise housing programmes which embody incentives to which housing financiers builders and consumers will respond.

Accordingly, I brought out, a few years ago, a treatise on 'India's Economic Policies' which continues to be extremely popular, with the inteIlec tual elite, the world over. In this, the learned contributors, dwelt at length on the different aspects of India's Economic Policies from 1947-77, and brought out the strength and weaknesses of the Indian economic scene. The present work on 'India's Economic Development Strategies' is born out of the conviction that what India needs now is a set of strategies, which are a consistent set of policies, and that there is an urgent need for the same in Indian Planning.
