The methodology permits and encourages comprehensive, systematic, practical assessments of present and alternative future basin-wide development patterns as reflected by alternative land use patterns and physical works in terms of flood hazard, economic damage potential and selected environmental consequences. The analysis methodologies are centered about integrated use of computerized spatial, gridded geographic and resource data files. A family of special purpose utility computer programs access the data file and extract appropriate variables and interpret and format the data into specific analytical parameters that are subsequently formatted for input to traditional modeling computer programs. An example application to Trail Creek in Clarke County, Georgia, is described. (Author).

Book excerpt: Flood control and flood plain management investigations using spatial data management techniques are increasing in the Corps of Engineers. Pilot studies initiated in the mid-1970's were successful in consolidating analysis concepts, fostering the development of spatial data file creation and management technology and enhancing the consideration of existing and alternative future development patterns in Corps' planning studies. Over 30 studies using HEC-SAM, the Corps' spatial data management system, are now completed or underway. HEC-SAM was created through selective acquisition of commercial software, adaption of academic research products, and development by researchers at the Corps' Hydrologic Engineering Center (HEC). The HEC role continues to be that of system developer and technology transfer agent. The evolution, present capabilities, and applications of HEC-SAM are described. Observations are offered on spatial technology development, implementation, and servicing. (Author).

Book excerpt: Floodplain maps serve as the basis for determining whether homes or buildings require flood insurance under the National Flood Insurance Program run by the Federal Emergency Management Agency (FEMA). Approximately $650 billion in insured assets are now covered under the program. FEMA is modernizing floodplain maps to better serve the program. However, concerns have been raised as to the adequacy of the base map information available to support floodplain map modernization. Elevation Data for Floodplain Mapping shows that there is sufficient two-dimensional base map imagery to meet FEMA's flood map modernization goals, but that the three-dimensional base elevation data that are needed to determine whether a building should have flood insurance are not adequate. This book makes recommendations for a new national digital elevation data collection program to redress the inadequacy. Policy makers; property insurance professionals; federal, local, and state governments; and others concerned with natural disaster prevention and preparedness will find this book of interest.

Available in PDF, EPUB and Kindle. Book excerpt: Various investigators have shown that changes from rural to urban conditions within a watershed, in general, significantly affect flood flows. Recorded annual peak discharge rates (or peak discharge rates above a given base) for a basin that has been undergoing a change in land-use conditions represent a nonstationary time series. The series must be adjusted to a specific land-use condition (typically present conditions) prior to performing a statistical frequency analysis. It was the aim of this note to present a procedure utilizing a single event rainfall-runoff model for transforming recorded peak discharges at a gaging station to a consistent set that reflects existing land-use conditions. Methods presented can be used as a guide to determine an existing-condition discharge frequency curve of annual peaks (or peak discharge rates above a given base) when utilizing a single event rainfall-runoff model. The multiplan-ratio option of HEC-1 permits the user to calculate systematically the hdyrologic response of several storm events for a given set of land-use conditions. The adjustment procedure described is also applicable when predicting runoff for estimated future conditions. (Author).

Russell Dam and Lake Project is presently under construction and is being placed in tandem between Hartwell and Clark Hill, two existing multipurpose hydropower plants on the Savannah River. System operational simulations were performed in support of a feasibility study for the installation of pump turbines at Russell, using a version of the Corps of Engineers HEC-5C computer program modified for system power and pumped storage. Information developed from the simulations include system hydropower production, pumping energy requirements, daily reservoir pool fluctuations, and reservoir elevation statistics. This information was useful in judging the effects of the addition of pumped storage on system hydropower production and reservoir recreation useability, as well as in ascertaining efficient system operational methods.
