From the Sea" defined the Navy's strategic concept for the 21st century as one in which naval forces, shaped for joint operations, will project power from the sea into the littoral regions of the globe. However, the Navy has not yet evolved its command and control doctrine to support its new strategic concept. The Composite Warfare Commander (CWC) doctrine, established to effectively manage blue water naval operations, continues to be the basis for Naval Command and Control in the littoral and joint environments. This doctrine does not, however, transition well into joint or combined operations nor does it adequately address command and control problems associated with a Navy-Marine Task Force, comprised of a Carrier Battle Group (CVBO) and an Amphibious Ready Group (ARG), operating in the littoral. The development of a Joint Warfare Commander doctrine and the restructuring of the Navy-Marine Task Force command organization will retain the benefits of CWC, support the Navy's new strategic concept and allow the Navy-Marine Task Force to seamlessly transition to or establish a Joint Task Force.

Book excerpt: This monograph examines the Navy's Composite Warfare Commander doctrine, and attempts to determine potentially relevant adaptations for Army Force XXI tactical command and control. initially the monograph conducts a detailed study of the Navy's Composite Warfare Commander doctrine, the Army's Automated Battle Command System architecture, and Army Battle Command doctrine. These studies are compared and analyzed to determine implications of: command by negation philosophy as a guide to senior commanders, the different environments in which the Army and Navy command and control systems operate, and implications of a functional command model, on future Army tactical command and control. It concludes that the Army should adopt the command by negation philosophy as a tenant to Battle Command doctrine. This tenet focusing on the senior commander's responsibility to establish an environment conducive to controlling and encouraging subordinate initiative. Second, it suggests the Army should resource the function of directed telescopes and liaison officers. Third, it recommends the Battle Labs explore organizational structures based on functional commands, and test those structures for validity. Finally, it admonishes that change should only progress at a pace that advances in technology and funding can support.

Book excerpt: The composite warfare commander (CWC) is a Navy command and control construct that was designed for the former carrier battle group in, and specifically for, the Cold War. Though the carrier battle group and the Cold War are both gone, the command and control doctrine, organization, and supporting systems designed for a very specific operational environment remain intact. This paper will analyze the objectives, organization, and process of the composite warfare commander, task force commander, and maritime operations center, and how they will interact in today's joint operational environment. It will analyze the strengths and weaknesses of the CWC architecture, specifically in terms of interoperability, flexibility, and scalability. From this analysis, it will draw conclusions on the CWC's ability to effectively apply itself across the entire spectrum of joint operations. From the conclusions, this paper will propose recommendations on developing following concepts: 1) a modular naval task force, 2) a task force command and control organization comprised of six operational directors, and 3) hands-on professional military education for joint maritime operations. Ultimately, this paper will reinforce how the tactical command and control system that is employed by the Navy directly impacts how all services plan and execute joint maritime operations.

Application a. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by JP 3-32 the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.
