But failing to establish ground water's valueâ€"for in situ uses such as sustaining wetlands as well as for extractive uses such as agricultureâ€"will lead to continued overuse and degradation of the nation's aquifers. In Valuing Ground Water an interdisciplinary committee integrates the latest economic, legal, and physical knowledge about ground water and methods for valuing this resource, making it comprehensible to decision-makers involved in Superfund cleanup efforts, local wellhead protection programs, water allocation, and other water-related management issues. Using the concept of total economic value, this volume provides a framework for calculating the economic value of ground water and evaluating tradeoffs between competing uses of it. Book excerpt: The objective of this guidance manual is to provide states, tribes, and other primacy agencies and ground water systems guidance in meeting the triggered and representative monitoring requirements under the Ground Water Rule (GWR). A significant requirement of the GWR is that ground water systems (GWSs) that do not demonstrably provide adequate treatment to control viral pathogens (99.99% inactivation and/or removal) must test their source water for the presence of a fecal indicator when they encounter a total coliform-positive sample in the distribution system under the Total Coliform Rule. The triggered monitoring requirement is designed to allow systems and states to identify and to correct public health risks from fecal contamination found at the source. In addition, under GWR, states also have the option of requiring source water assessment monitoring which would require systems to regularly sample their sources for fecal indicators.
