Book excerpt: Several countries in the world are currently engaged in an energy transition entailing a massive shift to renewable energies and a progressive increase in the efficiency of processes whereby energy inputs are used by economies. Researchers and policy makers working in this area rightly describe this energy transition as highly necessary and capable of contributing to the environmental, economic and social sustainability of human activities in important ways. Their attention is however mostly focused on how it can be realised by stimulating technological substitution and on changing individuals' behaviours around single technologies. Scarce attention is paid to the fact that the large scale shift to renewables that is envisaged in this way could entail a generation of complex systems dynamics leading to a constant increase in the consumption of energy and material resources. Moreover, the above mentioned focus on technologies and individual behaviours inevitably prevents them from a) understanding existing links between social practices (e.g. practices related to how societies organize mobility, shopping, food preparation and consumption, etc.) and observed energy consumption dynamics and from b) devising the possibility of exploiting the huge benefits potentially associated with the re-organisation of these practices. The report attempts, therefore, to give a fresh look at the current energy transition's ambitions by exploring how the combination of complex systems and social practice theories perspectives can enhance our understanding and practical implementation of the transition programme. Through an exploratory and extensive debate about this integrated approach, a series of recommendations have been made to both those who carry out research and those who make policies in this area. This has been an inherently interdisciplinary endeavour which, as such, was also quite unexplored. Hence, the first recommendation that emerges clearly from the present work is that effort needs to be put on exploring how complex systems and social practices theories can be put to work together to address existing challenges. The nature of energy transitions cannot indeed be dealt with single disciplinary work alone. The main challenges that can be identified in this way are the following ones: (1) paradoxes of current energy transition proposals, (2) long-standing normative vocabularies hindering the purposes of the transition, (3) reductionism and counter-productivity of some presupposed separations, such as the separation between demand and supply, (4) the need to explore other policy narratives, (5) the need for a participatory turn of analysis, policy and action.

The energy transition can offer innovative solutions through which the impact of economic activity on the environment is minimized, and in this way, industrial ecology achieves its objectives to support sustainable development. The demands imposed by industrial ecology must shape not only the behavior of oil and gas companies but also of entities involved in the production and consumption of renewable energy. Given the negative externalities generated, companies in the fossil fuel sector have become increasingly socially responsible, their social and environmental performance (non-financial) being presented in detail in the annual sustainability reports to inform stakeholders. Therefore, this book is an important read not only for scholars, but also for those who are interested in ensuring an environmentally sustainable future taking in account energy transition challenges.

Sustainability scientists are interested in energy transitions away from fossil fuels because they are nonrenewable, increasingly expensive, have adverse health effects, and may be the main driver of climate change. They see an opportunity for developing countries to avoid the negative consequences fossil-fuel-based energy systems, and also to increase resilience, by leap-frogging-over the centralized energy grid systems that dominate the developed world. Energy transitions pose both challenges and opportunities. Obstacles to transitions include 1) an existing, centralized, complex energy-grid system, whose function is invisible to most users, 2) coordination and collective-action problems that are path dependent, and 3) difficulty in scaling up RE technologies. Because energy transitions rely on technological and social innovations, I am interested in how institutional factors can be leveraged to surmount these obstacles. The overarching question that underlies my research is: What constellation of institutional, biophysical, and social factors are essential for an energy transition? My objective is to derive a set of "design principles," that I term institutional drivers, for energy transitions analogous to Ostrom's institutional design principles. My dissertation research will analyze energy transitions using two approaches: applying the Institutional Analysis and Development Framework and a comparative case study analysis comprised of both primary and secondary sources. This dissertation includes: 1) an analysis of the world's energy portfolio; 2) a case study analysis of five countries; 3) a description of the institutional factors likely to promote a transition to renewable-energy use; and 4) an in-depth case study of Thailand's progress in replacing nonrenewable energy sources with renewable energy sources. My research will contribute to our understanding of how energy transitions at different scales can be accomplished in developing countries and what it takes for innovation to spread in a society.

Accomplishing a net-zero greenhouse gas emissions economy in 2050 is a daunting challenge. This book explores the challenges of the energy transition from the perspectives of technological innovation, public policy, social values and ethics. It elaborates on two particular gaps in the design of public policy interventions focused on decarbonization of the energy system and discusses how both could be remedied. First, the siloed organization of public administration fails to account for the many interdependencies between the energy sector, the mobility system, digital infrastructure and the built environment. Cross-sector coordination of policies and policy instruments is needed to avoid potentially adverse effects upon society and the economy, which may hamper the energy transition rather than accelerate it. Second, energy and climate policies pay insufficient attention to the social values at stake in the energy transition. In addressing these gaps, this book intends to inspire decision makers engaged in the energy transition to embrace the transition as an opportunity to bring a more inclusive society into being.
