Die Dissertation entwickelt ein Modell zur Bewertung der digitalen Souveränität, fokussiert auf die EU, und schlägt eine Definition des Begriffs vor. Ein wichtiger Bestandteil ist ein komparativer Index für digitale Souveränität, der auf sekundären Daten basiert und mittels quantitativer Methoden verifiziert und validiert wird. Die Ergebnisse des Indexes zeigen, dass EU-Staaten in Sachen digitaler Souveränität Entwicklungspotenziale haben. Aus der Analyse werden handlungsleitende Maßnahmen abgeleitet, wie etwa höhere Investitionen in Start-ups, Förderung des Exports von IKT-Dienstleistungen und Verringerung von Handelsbarrieren im digitalen Bereich. Die Dissertation betont, dass die konsequente Umsetzung dieser Maßnahmen zur Stärkung der digitalen Souveränität der EU-Staaten beitragen kann.

What does social legitimacy entail within the multi-level 'embedded liberalism' construction of the internal market? How can the objectives of the internal market that focus on economic rights and a commitment to social diversity both be pursued without one necessarily trumping the other? These questions continue to challenge the very core of European integration. How can the diversity of Member States' 'social systems' and the varying normative infrastructure of their economies be sustainably accommodated within the internal market? This book seeks to contribute to these questions by discussing what has come to be known as the argument from transnational effects and the development of an adjudicative model for the European Court of Justice that can be termed 'socially responsive'. Drawing on the historical insights of Karl Polanyi it argues that the internal market can only be held to be socially legitimate where it supports the requirement for further market integration while still responding to social practices and values within the member states. The book presents in-depth studies of the case law of the Court in the areas of EU free movement, competition and state aid law. In so doing, this important new study aims to provide the language and tools for assessing social legitimacy in the internal market.

The Baltic Sea area will only be one of the most innovative and strong regions in the world, if the bordering countries build a unit. Book excerpt: This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

It finally touches on the question whether a constitutional equilibrium has been reached. Since the new Lisbon Treaty negotiated in 2007 contains much of what was in the Constitutional Treaty the analyses of the book remain pertinent for this latest EU treaty.
