Book excerpt: This report explores export competitiveness for soybeans and corn in Argentina, Brazil, and the United States by comparing farm-level production costs, the cost of internal transportation and handling, and the cost of shipping to a common export destination. Prices received by farmers and average yields for each crop in each country are analyzed to calculate producer returns. Cost-of-production data are for 2010/11. To smooth the impact of weather and policy factors affecting yields and prices, 5-year average yields and prices (using 2010/11 as the midpoint) are incorporated into the comparison of per-bushel costs and returns. Findings of this study describe many of the factors that impact production and export competitiveness of the world's leading corn and soybean exporters and how changes in these factors affect their competitive position.

Book excerpt: The lack of adequate transportation infrastructure in Brazil has been a bottleneck for the soybean producers for many years. Moreover, the costly inland transportation incurred from this bottleneck has resulted in a loss in competitiveness for Brazil compared to other exporting countries, especially the United States. If transportation costs are reduced by introducing improved infrastructure, Brazil is expected to increase its competitiveness in the world soybean market by increasing its exports and producer revenues. On the other hand, the United States and other significant soybean competing exporting countries are expected to lose market share as well as producer revenues. This study uses a spatial equilibrium model to analyze transportation infrastructure improvements proposed by the Brazilian government vis-à-vis enhance the nation's soybean transportation network. The analyzed transportation improvements are: (i) the development of the Tapajós-Teles Pires waterway; (ii) the completion of the BR- 163 highway; (iii) the construction of the Mortes-Araguaia waterway; (iv) the Ferronorte railroad expansion to Rondonópolis and the linkage between the city of Rio Verde to Uberlândia; and (v) the Ferropar railroad expansion to the city of Dourados. The model specifies the Brazilian inland transportation network and the international ocean shipments. The model divides Brazil into 18 excess supply regions and 8 excess demand regions. The competing exporting countries are the United States, Argentina, Rest of South America (Bolivia, Paraguay, and Uruguay), Canada, and India. The importing countries are composed of China, European Union, Southeast Asia, Mexico, and the Rest of the World. Results suggest these proposed transportation improvements yield potential noteworthy gains to Brazil with producer revenues increasing more than $500 million and exports increasing by 177 thousand metric tons. Consequently, the world soybean price declines by $1.16 per metric ton and producer revenues and exports in the United States fall by 63 thousand metric tons and $104.89 million, respectively. Although the absolute gains in price, revenues, and exports for Brazil are considerable, they only represent in relative changes 1.48, 2.35, and 0.32 percent, respectively. Similarly, the loss in price, revenue, and export value for the United States is also low, declining by 0.23, 0.23, and 0.12 percent, respectively.

The current agricultural boom surrounding soybean production has been aided by aggressive new agro-technologies, including biotechnology, leading to massive organizational changes in the agricultural sector and a significant rise in the power of special interest groups and corporations. Despite having similar initial production conditions, the pattern of economic activity surrounding soybean production in Brazil, Argentina and Paraguay, continues to be largely determined by the needs of the multinational corporations involved, rather than national considerations of comparative advantage. The author uses these findings to argue that the new international model of agricultural production empowers chemical and trading multinational companies over national governments.

Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Imports are expected to be needed to meet these mandates, thus opening the door to African and other developing countries that can produce biofuels or feedstocks for biofuels competitively. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. To promote the sustainability and significant contribution of this enterprise, Biofuels in Africa provides guidance in formulating suitable policy regimes, which are based on protecting the rights of current land users, developing revenue-sharing schemes with local communities, safeguarding the environment and biodiversity, expanding institutional capacity, formulating new regulations and procedures, and emulating best practices from experienced countries. This volume will be of value to anyone interested in biofuels, including policy makers, development practitioners, private investors, researchers, and the general public. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
