Book excerpt: This document (of 196 pages) comprises the proceedings of an OECD roundtable on promoting competition in local services with a special focus on competition in handling solid waste. Many natural monopolies are not under the authority of central or federal government, but are the responsibility of local or municipal governments. Do local governments have incentives to ensure competition and efficiency in the provision of services under their authority? The answer may depend on central-local government relations and factors such as the size of transfers of funds from central to local government. In most cities, one such natural monopoly is the collection of solid waste from households and small business. How should the collection of solid waste be organised? Because the level of sunk investment in providing these services is limited, they can be purchased through competition for-the-market in the form of competitive tendering. Experience in many cities shows that competitive tendering can yield greater efficeincy and lower prices than either self-provision or regulated monopoly. However, competitive tendering is far from straightforward. Close attention must be paid to promoting competition in the bidding process, to the prevention of hold-up problems and to maintaining the incentives for investment, quality and efficient adjustment of prices over the life of the contract. How might competition in the bidding process be enhanced? What is the proper role of competition law enforcement? What is the best way to ensure that quality is maintained over the life of the contract? This document consists of a background paper by the Secretariat, country submissions from 9 OECD countries and a summary of the oral discussion.

By 2050, the world is expected to increase waste generation by 70 percent, from 2.01 billion tonnes of waste in 2016 to 3.40 billion tonnes of waste annually. Individuals and governments make decisions about consumption and waste management that affect the daily health, productivity, and cleanliness of communities. Poorly managed waste is contaminating the world’s oceans, clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming animals that consume waste unknowingly, and affecting economic development. Unmanaged and improperly managed waste from decades of economic growth requires urgent action at all levels of society. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid aste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector. Solid waste management accounts for approximately 20 percent of municipal budgets in low-income countries and 10 percent of municipal budgets in middle-income countries, on average. Waste management is often under the jurisdiction of local authorities facing competing priorities and limited resources and capacities in planning, contract management, and operational monitoring. These factors make sustainable waste management a complicated proposition; most low- and middle-income countries, and their respective cities, are struggling to address these challenges. Waste management data are critical to creating policy and planning for local contexts. Understanding how much waste is generated—especially with rapid urbanization and population growth—as well as the types of waste generated helps local governments to select appropriate management methods and plan for future demand. It allows governments to design a system with a suitable number of vehicles, establish efficient routes, set targets for diversion of waste, track progress, and adapt as consumption patterns change. With accurate data, governments can realistically allocate resources, assess relevant technologies, and consider strategic partners for service provision, such as the private sector or nongovernmental organizations. What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 provides the most up-to-date information available to empower citizens and governments around the world to effectively address the pressing global crisis of waste. Book excerpt: The private sector involvement in public service is intended to achieve efficiency gain and better service quality through increasing private sector finance and expertise. However, these benefits are most often not achieved in developing countries due to investment risk of private finance, and problems of capacity and regulation of the private sector. This book examines private sector involvement (PSI) in solid waste collection by exploring the influence of private sector capacity and Local Governments’ regulations on private sector performance in terms of productivity and service quality. PSI in public service provision evolved to deal with market and government failures, so this study uses market and regulatory theories to explore the gaps in policy and practice of PSI and the factor explaining private sector performance in five cities in Ghana. The study shows there were weak regulatory practices and non-adherence to contractual obligations (unsigned contracts and delayed payment of subsidy), and consequently led to disincentives for full cost recovery and better service quality. However, there is now a gradual well functioning system being put in place with the recent competitive bidding in two cities with signing of contracts and city-wide user charging. This study concludes that the solutions to the problem of solid waste collection and management in developing countries hinge on adherence to formal rules of regulation, use of appropriate cost recovery mechanism for low income group, and restructuring of institutional arrangement to enforce legislation.

Book excerpt: After earlier waves of privatization, local governments have increasingly taken back control of local service provisions in some sectors and countries and, instead, started providing those services themselves (reverse privatization). Using a unique panel data set on the mode of service provision for solid waste collection for German municipalities covering the years 2003, 2009, and 2015, we investigate motives for reverse privatization. Our results show that, in deciding whether to insource or not, municipalities react to the cost advantages of private suppliers as well as to the competitive environment, with more switching to insourcing in concentrated markets. Furthermore, we find local contagion effects, that is, insourcing is more likely if municipalities close by also provide services themselves, whether in horizontally or vertically-related markets. Implications for competition law enforcement are discussed.
