Book excerpt: Excerpt from Competition in the Grain Market of Western Europe In buying and selling grain, the landed price is, of course, the principal con sideration traders take into account. Most of the people interviewed during the course of this study stressed the strong competition in the grain business and asserted that all transactions hinge on price, except for certain minimum requirements of hard wheat. Then, quality is the main consideration. In their discussions, traders talked of the different elements that make up the landed price: The cost of the grain at points of export and import, insurance, shipping charges, delivery points, import duties and taxes, exchange rates. Thus it was clear that traders' preoccupation is with the margin of profit, not with the cost of grain alone. And, since they are in position to handle grain from any exporting country, their concern is not with source but with the elements that make up the landed price and the Operating margins. For example, at the time of this study, U. S. No. 2 Yellow and Eastern European corn were priced for export at the same level, and most of the traders interviewed considered these corns interchangeable. However, since East European corn can be moved cheaply along the Danube and other waterways into southern Germany, Austria, and Italy, u.s. Corn is not fully competitive in these markets. L/ The average value of this trade was about $2 billion annually, approximately half from wheat exports alone. The cost of shipping grain by ocean freight has a marked influence on the competitive position of the United States in world grain markets. Also, differences in rates affect the competitive positions of the various coasts as shipping points, and the interregional competition of the producing areas. However, the free market nature of ocean freight rates for bulk commodities makes it difficult to obtain information on the general level of rates for grain shipments, their behavior over time, and the degree to which shipping rates from one coast affect shipping rates from the other coasts. The u.s. Department of Agriculture conducted this study to provide such information. In it, the causes of rate fluctuations were explored and a general theory of rate behavior was developed. During the years when CCC owned larger quantities of protein wheat, these markets were principally serviced from this supply. With CCC holdings of protein wheat at a low level, it was determined that a program was necessary to encourage exports from the free market if the United States was to avoid losing the for eigh markets for high quality wheat devel oped over the years. The export payment for protein wheat is announced as a quality increment; and in the 2 months that the program had been in operation, the incre ment has averaged around 1 or 2 cents a bushel. Prior to this policy change, there was no distinction between different quality wheats under the export payment program.
