Book excerpt: Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.

The world's mangroves 1980-2005, prepared in the framework of the Global Forest Resources Assessment 2005, provides comprehensive information on the current and past extent of mangroves in all countries and territories in which they exist. This publication presents the results of the first global assessment of trees, forests and land use in these lands. The assessment breaks new methodological ground: it relies on the visual interpreation of freely available satellite images, carried out by more than 200 experts in a series of regional workshops. Using a tool called Open Foris ollect Earth, developed by FAO in collaboration with Google, participants gathered and analysed information for mrore than 200 000 sample plots worldwide. For each region, the report summarizes the distribution of forests, other wooded land and other land uses including grasslands, croplands, built-up areas and barren land, across all drylands and by aridity zone. It also estimates tree canopy cover, shrub cover, forest type and presence of trees outside forest. Indicatng that the global drylands contain more than one-quarter of the world's forest area, and that trees are present on 31 percent of the world's dryland area, the report provides a baseline for future monitoring and will support countries in their efforts to identify appropriate investments for the restoration and sustainable management of drylands.

In the process of moving towards sustainable management of forests, there is growing demand for practical methodologies for full valuation of forests which permit the contributions of forests to be presented more clearly and in a manner which decision-makers can readily appreciate. Appropriate techniques should be able to adequately capture forest values in terms of the environmental, social and production functions and to recognise the worth of both marketed and non-marketed goods and services. This publication reviews approaches which can overcome the limitations of conventional analysis and provides a reference framework to help clarify what approaches to forest valuation can or cannot work. The publication is not itself a manual on valuation techniques but by reviewing the various approaches, makes it possible to select appropriate methodologies for which it then refers readers to other publications which can provide ''how to do'' details.

Forests and forest products offer both developing and developing countries with a wide range of options for timely and cost-effective mitigation. Afforestation / reforestation offers the best option because of its short timescale and ease of implementation. Reducing deforestation, especially due to the possibility for immediate action. Yet forest contributions to mitigation. Wood products and wood energy can replace fossil-intense products in other sectors, creating a virtuous cycle towards low-carbon economies. The mitigation potential and costs of the various options differ greatly by activity, region, system boundaries and time horizon. Policymakers must decide on the optimal mix of options, adapted to local circumstances, for meeting national climate change and development goals. This publication assesses the options and highlights the enabling conditions, opportunities and potential bottlenecks. It will be supported by policymakers, investors and investors in their climate strategies.
