Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. There is no UN migration organization and states have signed relatively few multilateral treaties on migration. Instead sovereign states generally decide their own immigration policies. However, given the growing politicisation of migration and the recognition that states cannot always address migration in isolation from one another, a debate has emerged about what type of international institutions and cooperation are required to meet the challenges of international migration. Until now, though, that emerging debate on global migration governance has lacked a clear analytical understanding of what global migration governance actually is, the politics underlying it, and the basis on which we can make claims about what 'better' migration governance might look like. In order to address this gap, the book brings together a group of the world's leading experts on migration to consider the global governance of different aspects of migration. The chapters offer an accessible introduction to the global governance of low-skilled labour migration, high-skilled labour migration, irregular migration, lifestyle migration, international travel, refugees, internally displaced persons, human trafficking and smuggling, diaspora, remittances, and root causes. Book excerpt: The objective of this monograph is to review the cost-effectiveness of both external and internal migration-control instruments in selected countries. In 2002, five industrial countries - the US, Canada, Germany, the Netherlands and the UK - spent about US$ 17 billion to enforce immigration laws and to care for asylum seekers, about two-thirds as much as they provided in Official Development Assistance. It may be argued that if countries targeted by irregular migration flows were to foster trade, investment and aid in the countries of origin, migration pressures could be expected to gradually decline, though programmes to promote local socio-economic development able to encourage potential migrants to remain in their home countries can yield neither predictable nor quick results. There are no easy ways to narrow the gap between migration management objectives and the actual results achieved. The key to success posits the setting of realistic goals, co-ordinated migration management within and across countries and the continuing monitoring and revision of appropriate policy instruments since migrants, smugglers and others involved in the migration system tend to adjust their tactics and strategies very rapidly to such changes. The challenges of migration management reflect the contemporary challenges posed by migration itself, many of which can be turned into opportunities that can benefit countries of origin, countries of d- tination and migrants themselves. To be effectively managed, migration has to be looked at comprehensively, taking into account its economic, social, humanit- ian, demographic, development, security and normative aspects. The normative approach to migration can be viewed mainly from two dif ferent, but complementary angles. Firstly, there are the principles and standards deriving from State sovereignty, among which are the right to protect borders, to confer nationality, to admit and expel foreigners, to combat trafficking and smuggling and to safeguard national security. Secondly, there are the human rights of the persons involved in migration. These two elements constitute the main pillars of what is generally known and accepted today as ‘international migration law’.
