Democracies previously thought to be well-established--Hungary, Poland, Brazil, and even the United States--have been threatened by the rise of ultra-nationalist and populist leaders who pay lip-service to the will of the people while daily undermining the freedom and pluralism that are the foundations of democratic governance. The possibility of democratic collapse where we least expected it has added new urgency to the age-old inquiry into how democracy, once attained, can be made to last. In Democracy in Hard Places, Scott Mainwaring and Tarek Masoud bring together a distinguished cast of contributors to illustrate how democracies around the world continue to survive even in an age of democratic decline. Collectively, they argue that we can learn much from democratic survivals that were just as unexpected as the democratic erosions that have occurred in some corners of the developed world. Just as social scientists long believed that well-established, Western, educated, industrialized, and rich democracies were immortal, so too did they assign little chance of democracy to countries that lacked these characteristics. And yet, in defiance of decades of social science wisdom, many countries that were bereft of these hypothesized enabling conditions for democracy not only achieved it, but maintained it year after year. How does democracy persist in countries that are ethnically heterogenous, wracked by economic crisis, and plagued by state weakness? What is the secret of democratic longevity in hard places? This book--the first to date to systematically examine the survival persistence of unlikely democracies--presents nine case studies in which democracy emerged and survived against the odds. Adopting a comparative, cross-regional perspective, the authors derive lessons about what makes democracy stick despite tumult and crisis, economic underdevelopment, ethnolinguistic fragmentation, and chronic institutional weakness. Yet, people take actions not because of statistical data on inequalities, of which they might not be aware, but because of injustices they perceive. This volume analyses the results of original surveys with over 3,000 respondents in African cities and towns, exposing clear discrepancies between objective inequalities and people's subjective perceptions. The contributors examine experiences in country pairs and probe into the reasons why neighbouring countries, sharing common historical traits, sometimes took contrasting pathways of peace and violent conflict. Combining quantitative analysis and qualitative anatomy of historical experiences of conflict and reconciliation in Rwanda, Burundi, Ghana, Côte d'Ivoire, South Africa, Zimbabwe, Uganda, Tanzania, Kenya and Nigeria, the study brings forward a set of policy recommendations for development practitioners. This work further addresses the issue of institutional choice and reveals how sustainable power-sharing and decentralisation contribute to political stability in Africa.

It takes the reader through the various intergovernmental processes that preceded and followed the establishment of the Union and through the workings of key organs such as the Assembly of Heads of State, the Council of Ministers, the Pan African Parliament and the Commission. The study argues that the African Union represented a rational choice of its member states, who saw it as a means to advancing their individual and collective preferences for liberation, peace and security, good governance and socio-economic development. It maintains that the African Union did not only make marked progress in a number of areas; the Union also established norms that had transformational effects on military and political elites at country and regional levels. However, like in most agent-principal relations, the autonomy of the Union was limited in many ways, and this affected the Union’s effectiveness in such areas as human and socio-economic development, as well as in sustaining peace support operations. At a more general level, the study argues that the African Union offers clear insights into integration as a multidimensional process that no single theoretical tradition can explain in a comprehensive manner. The author’s response to such a theoretical limitation is “fusionism”, an integrated approach that amalgamates various analytical traditions in order to provide a better explanation of the processes of international integration. The detailed analysis and bold proposals will undoubtedly make the study appealing not only to specialists in African Studies, but equally to a broader spectrum of international relations and development scholars.

The bodies that manage and conduct elections are, therefore, coming under intense citizen and stakeholder scrutiny for the manner in which they are composed, how they organise and perform their mandates, and the outcomes they achieve. The effectiveness of electoral management bodies (EMBs) has largely been influenced by the impact of political violence on election management reforms in East Africa. Even in countries where EMBs are the products of reforms initiated in the aftermath of violent disputes over elections, they still face enormous challenges in dealing with electoral disputes and anticipating election-related crises. Although changes to constitutions and the laws in these countries have sought to make EMBs independent and, therefore, more inclined to deliver free, fair and credible elections, there are many issues that determine their impartiality and their ability to allow for the aggregation and free expression of the will of the people. These shortcomings negatively impact on democracy. This volume assembles case studies on the capacity of EMBs in these five East African countries to deliver democratic and transparent elections.
