Ello pues, porque tal como dispone el artículo 3° de la Ley N ° 19.880, que Establece Bases de los procedimientos administrativos que rigen los actos de los órganos de la administración del Estado, las decisiones escritas que adopte la Administración se expresarán por medio de actos administrativos. Con esta obra, los autores buscan fomentar la uniformidad y mejoramiento de la práctica forense. Ello pues estiman que el progreso intelectual de nuevas generaciones de abogados dedicados al derecho público debe ir acompañado necesariamente de una administración eficiente, eficaz y moderna. Les impulsa pensar que no pueden dejar de entender el derecho administrativo como una herramienta de progreso real y efectivo de nuestra sociedad, y en tal entendido, tanto el estudio como el ejercicio práctico de la función pública deben encontrar su punto de encuentro y contribuir al desarrollo del país.

En este caso, es un inmerecido honor el que me ha hecho mi muy apreciado y admirado amigo, el profesor Jaime Orlando Santofimio Gamboa, al solicitarme redactar el prólogo a esta nueva obra que viene de concluir, contentiva de su Compendio de derecho administrativo, que como toda creación de esta naturaleza constituye, sin duda, el fruto de los más de treinta años que ha dedicado a la actividad académica y profesional, particularmente en las labores de investigación y docencia en el mundo del derecho público, e igualmente, en el mundo de la judicatura. Indiscutiblemente, una obra de esta magnitud y contenido solo la puede preparar quien ha logrado madurez académica producto del estudio constante, como lo exigen la docencia, la investigación y la importantísima función de impartir justicia. Este es precisamente el caso del profesor Jaime Orlando Santofimio Gamboa. He tenido la oportunidad de seguir la trayectoria académica del profesor Santofimio desde el día en que lo conocí, noviembre de 1986, durante la primera visita que realicé a Bogotá con ocasión de mi participación en el Simposio Internacional sobre Modernización y Nuevas Tendencias del Derecho Constitucional, organizado por el profesor Carlos Restrepo Piedrahita -destacadísimo académico hispanoamericano recientemente fallecido-, con quien precisamente Jaime Orlando había comenzado ha trabajar tres años atrás en el Departamento de Derecho Público y Ciencia Política al graduarse de abogado de la Universidad Externado de Colombia. Para cuando lo conocí, Santofimio ya había concluido su especialización en Derecho Administrativo en su alma máter (1984), y su formación académica se consolidó través de los años con una Especialización en Administración Municipal en el Instituto Brasileño de Administración Municipal -IBAM-, de Río de Janeiro (1988), una Maestría en Gobierno Municipal de la Universidad Externado de Colombia (2000), y un Doctorado en Derecho de la Universidad Carlos III de Madrid (2010).

Book excerpt: When the United States took control of the Philippines and Puerto Rico in the wake of the Spanish-American War, it declared that it would transform its new colonies through lessons in self-government and the ways of American-style democracy. In both territories, U.S. colonial officials built extensive public school systems, and they set up American-style elections and governmental institutions. The officials aimed their lessons in democratic government at the political elite: the relatively small class of the wealthy, educated, and politically powerful within each colony. While they retained ultimate control for themselves, the Americans let the elite vote, hold local office, and formulate legislation in national assemblies. American Empire and the Politics of Meaning is an examination of how these efforts to provide the elite of Puerto Rico and the Philippines a practical education in self-government played out on the ground in the early years of American colonial rule, from 1898 until 1912. It is the first systematic comparative analysis of these early exercises in American imperial power. The sociologist Julian Go unravels how American authorities used “culture” as both a tool and a target of rule, and how the Puerto Rican and Philippine elite received, creatively engaged, and sometimes silently subverted the Americans’ ostensibly benign intentions. Rather than finding that the attempt to transplant American-style democracy led to incommensurable “culture clashes,” Go assesses complex processes of cultural accommodation and transformation. By combining rich historical detail with broader theories of meaning, culture, and colonialism, he provides an innovative study of the hidden intersections of political power and cultural meaning-making in America’s earliest overseas empire.
