Book excerpt: Excerpt from Compatibility Standards and the Market for Telecommunications Services Not so long ago, the determination of technical standards in the United States telephone industry was primarily an internal natter for the American Telephone and Telegraph Company. To be sure, AT&T had to coordinate with foreign telecommunications entities, with independent telephone companies, and with the United States Department of Defense, but the degree of coordination was relatively minor and AT&T had substantial latitude in determining the standards that were employed. However, three forces have caused this situation to change dramatically First, because of the entry of large numbers of competing suppliers of equipment and services into the United States telecommunications industry, standard-setting has moved from the technical concern of a single firm to a factor with important implications for competition. As a result, the processes by which standards arc sot have com to be subject to detailed scrutiny by both the regulatory authorities and the courts. In a sense, telecommunications standards have become too important to leave their determination solely to the telephone companies Second, the divestiture of the Bell Operating Companies from AT&T, has, by fragmenting the telephone industry, reduced the ability of AT&T to determine standards as it had in the past. Horwitt (1986. p. 27.) notes that "the market has changed [drastically) since predivestiture days, when Ma Bell set telecommunications standards and ocher carriers and equipment vendors had no choice but to follow. Now, AT&T is just one more vendor - albeit a formidable one - lobbying for industrywide adoption of the technologies and protocols it wants to use." As the first country to offer commercial Code Division Multiple Access (CDMA) cellular service in the world, Korea was able to jump right into the digital mobile markets, enhancing its status as a leading manufacturer of mobile equipment. While the growth of the telecom industry occurred with the emergence of worldwide market-oriented regulatory reform and liberalization in telecommunications, the state-market relationship in Korea evolved from state monopoly toward “centralized governance” and later toward “flexible governance,” which is substantially different from “liberal governance” of the US. This book examines the uniqueness of Korean regulatory reforms of the mobile telecommunication sector, and argues that the market-oriented regulatory reform and liberalization should be explained by focusing on the interactions among the state, the private sector, and international political economic environment.
