Selection of the optimal alternatives and the best criteria is the expected outcome of any decision making strategy. This paper proposes a decision making model based on the plithogenic pythagorean best –worst method which is an extension of the multi-valued neutrosophic approach of BWM. The efficiency of the developed model is determined with the example pertaining to the optimal selection of the teaching methods based on the attribute values or the sub criteria and it is also compared with the neutrosophic approach. In the proposed model plithogenic and pythagorean neutrosophic sets are used for representing the expert’s opinion.

In this article a few concepts of RPNS along with union, intersection, complement and partial orders are introduced in a unique approach to cope up with uncertain and conflicting data. Some ideal properties of RPNS based on these perceptions have also been studied. We will implement the concept in order to evaluate the efficacy of the proposed methodology of RPNS in multi criteria decision making with the numerical examples.

Book excerpt: The best-worst method (BWM) is a well-known multi-criteria decision-making (MCDM) method that elicits judgements from a decision maker (DM) in the form of pairwise comparisons. There are two models of BWM that are widely used: non-linear and linear. The main drawback of the non-linear model is the non-uniqueness of the resulting weight set. A linear model gives a unique resulting weight set but with less accuracy than a non-linear model. In this paper, a simplified method is proposed that gives a unique weight set with the same accuracy as non-linear BWM. In the proposed method, first each weight set is associated with some consistent pairwise comparison system and a relationship is established between consistency values and optimal accuracy. Then an algorithm is developed for an optimal modification of the given pairwise comparison system to make it consistent. Here, an optimal modification means that the modified system preserves the original comparison values as much as possible. The weight set associated with this modified consistent pairwise comparison system is the resulting weight set of the proposed model. This weight set is unique and has the same accuracy as the weight sets resulting from the non-linear model of BWM. So if the non-linear model has a unique solution, it is same as the solution of the proposed model. Otherwise the solution of the proposed model is the best among all the solutions of the non-linear model. Thus, the proposed method is an improvement over the BWM. The values of consistency index are also modified based on the proposed method. Finally several examples are taken to illustrate the process and a real-world application (energy efficiency constraints in buildings) is taken to validate the proposed method.

Book excerpt: The Internet of Things (IoT) is used in the Supply chain management (SCM) systems to respond to the globalization of complex and dynamic markets and competitiveness in various supply chain scopes. Despite the current buzz about IoT and its role in the supply chain, there is not enough empirical data or extensive expertise to guide its implementation. Therefore, this paper addresses the ambiguity of assessing the performance of the IoT based supply chain by integrating plithogenic set with both Best-Worst (BWM) and Vlse Kriterijumska Optimizacija Kompromisno Resenje (VIKOR) methods in a decision-making framework tailored for this field. The framework is based on 23 criteria that measure different aspects of the performance. The performance of the framework is assessed according to the plithogenic set theory and to the neutrosophic set theory using a case study of comparing the performance of IoT implantation with the SC of five e-commerce companies using three experts. The case study shows that the proposed framework has more consideration of the contradiction degree of each criteria to improve the accuracy of the evaluation results.

Unfortunately, the numerous criterions, alternatives, and goals make the process of choosing among several applicants is very complex and confusing to decision making. The environment of decision making is a multi-criteria decision making surrounded by inconsistency and uncertainty. This paper contributes to support personnel selection process by integrating neutrosophic analytical hierarchy process (AHP) with the technique for order preference by similarity to an ideal solution (TOPSIS) to illustrate an ideal solution amongst different alternatives. A case study on smart village Cairo Egypt is developed based on decision maker's judgments recommendations. The proposed study applies neutrosophic AHP and TOPSIS to enhance the traditional methods of personnel selection to achieve the ideal solutions. By reaching the ideal solutions, the smart village will enhance the resource management for attaining the goals to be a successful enterprise. The proposed method demonstrates a great impact on the personnel selection process rather than the traditional decision-making methods.
