Book excerpt: This study represents an effort toward understanding conditions that affect successful or unsuccessful efforts to devolve water resource management to the river basin level and secure active stakeholder involvement. A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

Book excerpt: In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. A survey of experiences in Asian countries shows that no country has successfully completed establishing new water sector policies and laws and river basin organizations, as prescribed. The need to improve current performance of water resources management is widely appreciated.In managing the scarce water resources, a change in attitude and approach is seen to be essential. Participatory learning and action methods conducted in a study of selected river basins in five Asian countries surfaced a distinct need for coordination at the river basin level. They also indicated a clear stakeholder preference for establishing coordinating mechanisms, by way of adapting the existing institutions, as an initial step towards greater stakeholder control of river basin management. Essentially, cost-effective and contextually appropriate institutional arrangements were preferred over the prescribed standard models, in order to meet the varying needs related to integrated water resources management.

This interior basin of over 1 million km2 in semi-arid southeastern Australia is defined by the catchment areas of the Murray and Darling Rivers and their tributaries. Water management issues include allocation, quality, and dryland salinity. Because of Australia's federal governmental structure, institutional development has been more a matter of integrating state and local endeavors than decentralization of national authority. The Australian national government has little constitutional power over water resources. The five states in the basin make policy regarding water rights, discharge permits, fees, and the construction and operation of physical structures. River management began on the Murray River in the 1920s under the terms of a tri-state agreement. As the scope of management widened to the entire basin, more states were added and the national government supported the creation of new arrangements for integrated water resource management, with some provision for stakeholder participation. The dynamics of state-national authority over water policy, and the emergence in recent years of numerous local-level catchment organization, contribute to some uncertainty about the future course of basin management in this internationally renowned site. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. A key premise explored is that despite the diversity of jurisdictions and catchments there are commonalities to a successful approach. The authors show that environmental and public health water quality criteria must be integrated with the economic and social goals of those affected, necessitating a 'twin-track' and holistic (cross-sector and discipline) approach of stakeholder engagement and sound scientific research. A final synthesis presents a set of principles for adaptive catchment management. These principles demonstrate how to integrate the best scientific and technical knowledge with policy, governance and legal provisions. It is shown how decision-making and implementation at the appropriate geographic and governmental scales can resolve conflicts and share best sustainable practices.

A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
