Book excerpt: The agenda of neoliberal market reform known as the Washington Consensus, which was meant to turn around the economies of developing and postcommunist countries and provide the bedrock of economic success on which stable democracies could be built, has largely proved to be a failure, with Russia and many Latin American countries like Argentina left in severe economic crisis by the end of the 1990s. Some proponents of neoliberal reform, such as Anne Krueger, have attributed this failure to the piecemeal and incomplete implementation of reform measures, while others, including Nobel Prize economist and former World Bank vice president Joseph Stiglitz, have pointed to technical flaws in the policies. While both of these assessments focus narrowly on economic factors, Luigi Manzetti highlights the crucial importance of political institutions and processes to a fully adequate explanation. His argument is that the ideology of neoliberal reform, rooted in the theories of Friedrich von Hayek and Milton Friedman, assumed political checks and balances that did not exist in many of these countries undergoing market reform, and that only by taking political accountability as an influential variable in the equation for success can we really understand what happened. Where accountability was weak, patterns of corruption, collusion, and patronage worked to undermine the intended aims of market reform. Manzetti uses both large N statistical analyses and small N case studies (of Argentina, Chile, and Russia) to provide empirical evidence for his argument.

Without an independent judiciary there can be no rule of law, and without the rule of law there can be no democracy. Judges and Democratization is based on the premise that democracy cannot be consolidated without the rule of law of which judicial independence is an indispensable part. It pays particular attention to the restraints placed upon judicial independence, and the reforms which are being applied, or remain to be adopted, in order to guard against the different kinds of interference which prevent judicial decisions being taken in a wholly impartial way. It examines the paradox of judicial activism arising from the independence endowed upon the judiciary by post-authoritarian constitutions. The book asks how, in the context of this endowed authority, such accountability can be made compatible with the preservation of judicial independence when the concept of an accountable, independent judiciary appears to be a contradiction in terms. This text will be of key interest to teachers and students of politics, comparative government/politics, combined politics and law, democracy and governance, human rights and democratization, and democratic development.

This book critically examines how aspirations for providing aid have coexisted with experiences of receiving aid and have transformed the practice of giving aid, with particular reference to the experiences of Japan and China. It highlights the historical sources that explain the pattern and strength of foreign aid that these new donors provide. The book has systematically examined the situation unique to middle income countries that are receiving and giving aid simultaneously. It sheds light on the endogenous elements embedded in the socio-economic conditions of emerging donors, as well as their learning process as aid recipients. This book examines not only the perspectives of recipients, but also those of donors: Japan in the case of China, and the USA and the World Bank in the case of Japan. By bringing in the donor’s perspective, we come to a holistic understanding of foreign aid as a product of interaction between the various agents involved. The book provides not only an in-depth case study of Japan from a historical perspective, but also stretches its scope to cover contemporary debates on "emerging donors," including China, India and Korea who have received substantial amount of aid from Japan in the past. This book connects the often separated discussion of Japanese aid and the way it developed in relation to outside forces. In short, this book represents the first attempt to empirically examine the "life of a donor" with a clear focus on the origins, struggles, and futures of non-western donors and their impact on established aid regime.

The key power in industrial society has been linked to the possession of capital and factory. In the "information society" it could be rather different. If one accepts that that the key power in the information society will be linked not so much to the ownership of information but to human creativity nourished by that information, the productive force of today and tomorrow, could be more and more the human brain. Making use of one's intelligence is always accompanied by positive emotion, which in turn further activates the intelligence. But, unfortunately, under present conditions workers of all levels live in fear, anxiety and stress rather than desire and motivation. The question of "basic human ecology" (quality of life) is, therefore, a major strategic factor. It is precisely the opposite to the mechanisms of exclusion that currently dominate our society: exclusion of young people through joblessness - but also exclusion through technology, as with the helplessness of older people or the poorly educated confronted with ticket dispensing machines or other automats. This is not idle theorizing, it corresponds to concrete facts. It is, for example, how some observers interpret the crisis at IBM. Because its programs were less 'human-friendly', it was shaken to its foundations by Apple and Microsof- though it seems since to have learnt its lesson.
