Book excerpt: All modern nations rely on a fundamental human need of belonging to capture citizens' allegiance, and they do so largely through the agency of schools. States pursue this goal in ways congenial to the political culture: authoritarian nations will normally have authoritarian schools, and democratic ones will have democratic schools. Yet governments vary in their willingness and ability to enjoin schools in pursuit of their goals. And, they vary in their ability to define clearly the school's function, in furnishing school people with a secure road map in pursuing democracy. Even when objectives are expressed clearly, conditions are not always conducive to carrying them out, and the very condition of social change - when overarching goals are being reset and are therefore plausibly obscure to everyday citizens - may hinder schools in their role as instrument of democratization. This book, the second of a two-volume set, addresses issues of democratization by viewing the place of education in government designs for dealing with change, especially in terms of the character of the society being governed: its quest for a national identity, its ethnic composition, its religion(s), and its empowerment of women.

To address these questions, the authors take up the notion of the civil society, an idea that has experienced a popular and scholarly revival in recent years as numerous citizens, action groups, political philosophers, and social scientists make the case that only a democratic civil society can sustain a democratic state. The implications of this development for education have to date been very little explored. This book is a step toward addressing this gap. Going beyond simple juxtapositions of "market versus government" in education reform, the book as a whole develops an integrative perspective informed by the idea of the civil society. It combines current policy issues with a look at their historical development, and evaluates U.S. educational policy in the context of a range of international cases. The authors--education scholars, sociologists, economists, historians, and philosophers-- explore from diverse disciplinary, political, and philosophical points of view, the potential of the civil society and civic associations for education. At the same time, they share the hope that a thorough reconsideration of the role of the state, the market, and the civil society will help to energize ongoing experiments with charter schools, voucher schemes, and a variety of other plans to increase educational and school autonomy.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

The Executive Committee of the World Council of Comparative and Education Societies had gladly accepted the bid made by the (at that time still united) Czech and Slovak Comparative Education Society to organise this congress in their beautiful and historic capital. The choice of Prague, underlined by President Vaclav Havel's patronage, as well as the Congress theme, were intended as a demonstration of the (re-)opened communication among educationists allover the world, as a result of the peaceful upheavals ('velvet revolutions') which were awakening the countries of Central, South East and East Europe in those days. It is true that a good part of the en thusiasm has faded since then and given way to manifestations of disenchantment. Education can be regarded as a striking example of the recent developments between "euphoria" and "normalcy".
