Under this view of comparative law, there is the opportunity to meet the criminal procedure applied to children in conflict with the law, the age group from which criminal responsibility is required, the specialization of all the professionals involved from judges, prosecutors, lawyers, police, etc., involved in the area of the minor concerning the adversarial principle or the procedural guarantees for juvenile offenders. Regarding the enforcement of judicial measures, the central axis is education and the socialization of teenagers. However, each country has its own uniqueness and, in custodial measures, the age and type of crime are important in some countries. The part concerning extrajudicial solutions is highly informative, especially the part related to the Institute of mediation, where the participation of the victim is essential. Given the magnitude of the issues, they believed that it would be inappropriate to paint with too broad a stroke. What they have accomplished, however, is to codify and identify what the participants repeatedly noted in regard to issues and difficulties inherent in conducting outcome evaluation. These include: varying definitions of outcome; complexities in measuring outcomes of particular interventions with different groups of consumers and documenting the effectiveness of the intervention; the tendency to focus on evaluation of process more than outcome; the challenge of involving practitioners in the evaluation task, in part because its value is unclear to them or perceived as distant or untrustworthy; the typical inadequacy of resources available for systematic evaluation; and the need to inject rigor into the design and execution of evaluation projects. The authors demonstrate strong conviction about sharing research expertise across national boundaries; learning through each other how to cope with organizational impediments to cross-national collaboration; and strengthening the interaction between practice and research. Their contributions suggest that there is wide interest in pursuing cross-national collaboration. In recent years, largely in response to demands by their funding sources for accountability, assessment of performance, and cost effectiveness, researchers in human services have been devoting increased attention to outcome evaluation. Limited attention, however, has been given to the findings of evaluation studies conducted in different countries. The present volume has been organized and edited to address the task of learning from outcome research across the world. Its goal, an extension of a major goal of the human services in any one country, is to improve life chances of vulnerable children and youth.

From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Practice relating to safeguarding children has developed globally through the process of political globalisation, "connecting large scale societies together in a whole variety of ways, from international political agreements electronic communication technologies and more fluid migration patterns.” (Giddens, 2009:110) Policy development and implementation by Supra-National organisations such as the United Nations are often created as universal ‘blanket policies’, with the aim of promoting equality and social justice for all. For example child protection policy in both countries has been influenced by the United Nations Convention on the Rights of the Child (UNCRC) (1989). However” local policy and practice will nevertheless be influenced by national contexts and ‘mediated by country specific institutional arrangements’ – a process describe(d) as ‘glocalization’.” (Lyons et al 2006:34) Further to this national policy development is often not constrained to its boarders and can influence policy development internationally. “Increasingly, national policies are ‘rarely purely domestic in impact’ but have international implications, either because they impact directly or because of ‘social policy emulation’.” (Healy, 2001 cited in Lyons et al,2006:28) Global communication and the availability of data and research has become instantaneous. International and professional leaders and academics are able to compare and contrast theoretical perspectives, policies and practices and adapt them to fit local contexts.
