It then juxtaposes similar findings for two other countries - Turkey and Israel. All three gained independence in the 20th century. At independence time all three were quite undeveloped. Three different models of institutionalizing TT as a means to development emerged in the respective countries. They are: (1) Acquire and use foreign technology from a limited number of suppliers - replace similarly - leading to manufacture under license or by joint ventures for import substitution and for export by a small group of established oligarchs. (2) Reverse-engineer foreign technology; incrementally improve it, adopt it to local or similar conditions, and produce for import substitution and for export by state owned enterprises and a small group of established oligarchs, ultimately leading to SMEs taking over in few niche technologies and growing to become worldwide suppliers. (3) Acquire foreign technology from whatever the source and by whatever the means; use it, learn from it and from the field - leading to production of break-through innovations for use and for export in a great diversity of technologies by a large number of SMEs growing to significance in the global marketplace.

Book excerpt: The proliferation of ballistic missiles that can deliver weapons of mass destruction halfway across the world is a matter of growing urgency and concern, as is the fate of agreements limiting the development of such deadly weapons. The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. Yet there remains much uncertainty about the viability of missile defense. If defenses fall short, strong security regimes will be necessary to contain missile proliferation. Since 1987, more than thirty states have agreed to restrict their transfer of missiles and related technologies under the Missile Technology Control Regime (MTCR). During the MTCR’s first decade, several regional powers were thwarted from advancing their missile ambitions. Subsequently, however, states such as North Korea, Iran, Pakistan, India, and Israel have tested medium-range missiles and others have expanded their missile arsenals. Dinshaw Mistry critically examines the successes and limitations of the MTCR, and suggests five practical ways to strengthen the regime. The author’s exhaustive research offers new and detailed insights on the technology and politics of missile programs in Iran, Iraq, North Korea, Pakistan, India, Israel, Egypt, South Korea, Taiwan, and other countries. As a member of the panel, this author asked those in the audience who lived and/or worked in a country different from their country of origin to raise their hands. About half of the audience of well over one hundred academic teachers and researchers from all comers of the world, the present author included did so. Next he asked who had a spouse or partner from a country different from their country of origin to also raise their hands. About half of the audience, the present author included, raised their hands. This is the soft side of globalisation. The soft side of globalisation is important. Exchanges, personal mobility, international romances, multi-culturalism and multi-lingualism (inevitably meaning non-native speakers struggling to keep up with native English speakers) are part of the academic scene, so much so that we can hardly imagine it to be otherwise. These are not entirely new phenomena, but they have become ever more prominent, relying on an ever more elaborate institutional infrastructure of exchange programmes, international journals, associations and the global conference industry. It was at the AESOP (Association of European Schools of Planning) congress at Bmo in the Czech Republic in July 2000 that the plan for this book was hatched.
