Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

Privileging Industry challenges standard approaches to this question in its examination of when governments use trade and industrial policy for political goals. Fiona McGillivray shows why aiding an industry can be a politically efficient way for a government to redistribute resources from one industrial sector to another. Taking a comparative perspective that stands in contrast with the usual focus on U.S. trade politics, she explores, for example, how electoral rules, party strength, and industrial geography affect redistribution politics across countries. How do political institutions and the geographical dispersion of industries interact to determine which industries governments privilege? What tests can assess how governments distribute assistance across industries? Research has focused on the industries that legislators want to protect, but just as important is identifying those legislators able to deliver trade assistance. Assisting an industry requires both a will and a means. Whether an industry is a good vehicle through which to redistribute income depends on its geographic make-up and the country's electoral system. In turn, the electoral system and party strength affect how legislators' preferences contribute to policy. McGillivray tests these arguments using a tariff-based empirical test and nonstandard dependent variables such as the dispersion of stock prices within fourteen different capital markets, and government influence in the targeting of plant closures within declining industries.
