Book excerpt: The next two sections of the paper explore the values in each country with respect to gender roles and the implications for children, and the influence of values, ideas, actors, and institutions in the development of family policy. [...] We find a surprisingly high degree of convergence in values in these countries with respect to gender roles and the impact of dual-earner families on children but divergence in behaviour and public policies, as well as in the level of support for the role of the state in the family. [...] vii In November 1996, CPRN gathered a diverse group of Canadians in the boardroom of the Laidlaw Foundation to brainstorm the design of a project to address the question: What is the best policy mix for Canada's children? What drew the group together was the common desire to bridge the yawning gap between research knowledge about early child development and the evidence of deterioration in the ac. [...] This study focuses on the values in each country with respect to balancing work and family responsi- bilities and the role of the state in the family as one factor in the development of family policy in that country. [...] As a result of these provisions, female labour force participation used to be the lowest in the world, according to an advocate in the Netherlands interviewed for this paper, and the Netherlands is categorized by Saraceno as a country in which women's activity rate drops with the birth of the first child.32 This non-interference in the family was com- pounded in the last 20 years by the reluctance.

Book excerpt: Based on an original analysis of qualitative and quantitative material from twenty-two industrialized countries, this book traces the development of state support for families since the turn of the century. Assembling elements from demography, sociology, and economics, it argues that demographic changes have been a major force in bringing population and family issues on to the political agenda. The decline in fertility, the increase in divorce rates and lone-parenthood, and the entry of women into the labour force have all reduced the relevance of systems of state support aimed at traditional male breadwinner-housewife families, and in so doing have forced governments to reform the existing measures of family support. However, the exact nature of these reforms, and the ways family policy has evolved over time, differ considerably across countries.

This is followed by a close analysis of cross-national variation in the implementation of ECEC policy in Canada and the USA. White argues that the primary mechanisms for policy change are grounded in policy investment logics as well as cultural logics: that is, shifts in public sentiments and government beliefs about the value of ECEC policies and programs are rooted in both evidence-based arguments and in principled beliefs about the policy. A rich, nuanced examination of the reasons motivating ECEC policy expansion and adoption in different countries, Constructing Policy Change is a corrective to the comparative welfare state literature that focuses on political interest alone.
