Book excerpt: Fossil fuels will remain the backbone of the global energy economy for the foreseeable future. The contribution of nuclear energy to the global energy supply is also expected to increase. With the pressing need to mitigate climate change and reduce greenhouse gas emissions, the fossil energy industry is exploring the possibility of carbon dioxide disposal in geological media. Geological disposal has been studied for decades by the nuclear industry with a view to ensuring the safe containment of its wastes. Geological disposal of carbon dioxide and that of radioactive waste gives rise to many common concerns in domains ranging from geology to public acceptance. In this respect, comparative assessments reveal many similarities, ranging from the transformation of the geological environment and safety and monitoring concerns to regulatory, liability and public acceptance issues. However, there are profound differences on a broad range of issues as well, such as the quantities and hazardous features of the materials to be disposed of, the characteristics of the targeted geological media, the site engineering technologies involved and the timescales required for safe containment at the disposal location. There are ample opportunities to learn from comparisons and to derive insights that will assist policymakers responsible for national energy strategies and international climate policies.

Book excerpt: In 1994 the National Research Council published Recommendations for the Disposal of Chemical Agents and Munitions, which assessed the status of various alternative destruction technologies in comparison to the Army's baseline incineration system. The volume's main finding was that no alternative technology was preferable to incineration but that work should continue on the neutralization technologies under Army consideration. In light of the fact that alternative technologies have evolved since the 1994 study, this new volume evaluates five Army-chosen alternatives to the baseline incineration system for the disposal of the bulk nerve and mustard agent stored in ton containers at Army sites located in Newport, Indiana, and Aberdeen, Maryland, respectively. The committee assessed each technology by conducting site visits to the locations of the technology proponent companies and by meeting with state regulators and citizens of the affected areas. This volume makes recommendations to the Army on which, if any, of the five technologies has reached a level of maturity appropriate for consideration for pilot-scale testing at the two affected sites.

Book excerpt: The present study provides a comparative environmental and economic assessment of plastic waste recycling and energy recovery (incineration) technologies, using actual plant data complemented with external information. The recycling technologies include mechanical, physical and chemical recycling. The study concludes that the choice of the preferred management option for plastic waste should be based on three main criteria: i) the maximisation of material recovery while minimising processing impacts, principally related to energy consumption (reflecting environmental performance), in line with the waste hierarchy, ii) the specificity of the plastic waste stream and the treatment thereby required (technical feasibility), and iii) the economic feasibility. A key limitation to the study has been the lack of data available on the characteristics of the waste inputs to recycling, which is needed to understand in which cases physical or chemical recycling and mechanical recycling may compete for similar waste feedstock and in which cases physical or chemical recycling provides an alternative option for processing waste otherwise sent to energy recovery or landfill. Preliminary economic data suggests that some physical and chemical recycling technologies may be already economically viable without financial support, whereas others might become so in the medium to long term. As the sectors of physical recycling and chemical recycling are currently experiencing rapid technological developments, the analysis presented in this study should be updated as technologies become more mature, also in view of formulating appropriate and possible policy interventions.

The book also provides a summary of information on emissions from the stack, comparing them with other thermal conversion systems using similar feedstock. The economics and future projections for waste gasification systems are also discussed. CAIS are test kits that were used to train soldiers from 1928 to 1969 in defensive responses to a chemical attack. They contain samples of chemicals that had been or might have been used by opponents as chemical warfare agents. The Army's baseline approach for treating and disposing of CAIS has been to develop a mobile treatment system, called the Rapid Response System (RRS), which can be carried by several large over-the-road trailers.
