In Uneven Centuries, Şevket Pamuk examines the economic growth and human development of Turkey over the past two hundred years. Taking a comparative global perspective, Pamuk investigates Turkey’s economic history through four periods: the open economy during the nineteenth-century Ottoman era, the transition from empire to nation-state that spanned the two world wars and the Great Depression, the continued protectionism and import-substituting industrialization after World War II, and the neoliberal policies and the opening of the economy after 1980. Making use of indices of GDP per capita, trade, wages, health, and education, Pamuk argues that Turkey’s long-term economic trends cannot be explained only by immediate causes such as economic policies, rates of investment, productivity growth, and structural change. The book develops a two-level ‘Regime Coherence Framework’ to account for the domestic and international dimensions of development-oriented foreign policy. The main argument posits that the development regime in Turkey and associated foreign policies lack coherence, due to weak institutional complementarities between economic governance, state-business relations, and financial statecraft at the domestic-external nexus.

It explores the emergence of new actors, the diversification of the organizational landscape, and the evolution of the ways in which the states interact with businesses throughout major economic and political transformations that helped transform the respective states and their interactions with the non-state actors. It draws on the meandering developmental trajectories of Turkey and Mexico from the 1970s to the present and goes on to draw some lessons for institution-building and market reforms in selected countries in North Africa.

Harrod and Domar attempted to answer these questions through applying Keynes economics for economic analysis. They found that savings and investments stable rates are the key for rapid long term growth especially in developing countries. Therefore, government intervention was needed to help stimulate savings and investments. Years later, Solow and Swan attempted to answer same questions through their neoclassical growth model. In this model, it was assumed that a maintained rising saving rates leads to transition from slow growth into fast growth path. This meant a focus on technological progress. However, part of the growth was not explained by growth in production factors which are capital and labor. Solow stated that this unexplained factor was the residual or total factor productivity. Therefore, government policies were assumed to be effective on aggregate output not on growth rates.

Keyder describes how, with the dissolution of the Ottoman Empire, the traditional Muslim bureaucratic class of the old regime attempted to create a new nation state and effect its transition to modernity. Yet by expelling the Christian bourgeoisie between 1914 and 1924 the bureaucracy initially controlled Turkey's integration into the world capitalist system. Within the framework of the literature of peripheral development, Keyder argues that, in contrast to the Latin American experience, the lack of a dominant landlord class and the continued existence of an independent peasantry had a formative influence on Turkey's political and economic development. Keyder explains how the simmering conflict between the bureaucracy and the bourgeoisie was suppressed during the successful period of import-substituting industrialization in the 1960s and 1970s, to erupt again, soon after the world economic crisis of 1973. He recounts the way in which the rapid industrialization and urbanization transformed Turkey's social structure and shows how the severe economic difficulties of the late 1970s sparked off latent conflicts and led to the spread of fascist violence, culminating in the military coup of 1980. The book concludes with a look at Turkey's prospects for economic development and social change.
