Japan has the world's fastest growth of per capita income and the USSR has not lagged far behind. But a century ago they were static feudal societies. This study analyzes the policies which enabled them to transform their economies adn to catch up with the developed world. The strategies of the two nations adopted have been very different: Japan has maintained small farms and factories, developed a labor-intensive technology, and has successfully penetrated the world export markets. The USSR, on the other hand, has created giant farms and factories adn remained fairly isolated from world trade. Since 1945 teh USSR has devoted one-eighth of her resources to military purposes, Japan practically nothing. In Economic Growth in Japan and the USSR, Angus Maddison offers a comparative analysis of the growth experience of these two countries that greatly enlarges our knowledge of the development process. A better understanding of their past experience can be particularly illuminating and relevant for economic policy in developing countries today. This classic text was first published in 1969.

Book excerpt: The rise of the West is often attributed the presence of certain features in Western countries from the 16th century that were absent in more traditional societies: the abolition of serfdom and Protestant ethics, the protection of property rights, and free universities. The problem with this reasoning is that, before the 16th century, there were many countries with social structures that possessed these same features that didn't experience rapid productivity growth. This book offers a new interpretation of the 'Great Divergence' and 'Great Convergence' stories. It explores how Western countries grew rich and why parts of the developing world (South and East Asia and the Middle East) did not catch up with the West from 1500 to 1950 but began to narrow the gap after 1950. It also examines why others (Latin America, South Africa, and Russia) were more successful at catching up from 1500 to 1950, but then experienced a slowdown in economic growth compared to other developing countries. Mixed Fortunes offers a novel interpretation of the rise of the West and of the subsequent development of 'the rest' and China and Russia, important examples of two groups of developing countries, are examined in greater detail.

Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
