Book excerpt: This book compares the rapid development of South Korea over the past 70 years with selected countries in sub-Saharan Africa to assess what factors contributed to the country’s success story, and why it is that countries that were comparable in the past continue to experience challenges in achieving and sustaining economic growth. In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. This book will be of interest to researchers and students working on development, comparative political economy, and foreign aid, and to policy makers and practitioners looking for a greater understanding of comparative development trajectories.

Book excerpt: Cornerstone of the Nation is the first historical account of the complex alliance of military and civilian forces that catapulted South Korea’s conjoined militarization and industrialization under Park Chung Hee (1961–1979). Kwon reveals how Park’s secret program to build an independent defense industry spurred a total mobilization of business, science, labor, and citizenry, all of which converged in military-civilian forces that propelled an unprecedented model of modernization in Korea. Drawing on largely untapped declassified materials from Korea and personal interviews with contemporaneous participants in the nascent defense industry, as well as declassified US documents and other external sources, Kwon weaves together oral histories and documentary evidence in an empirically rich narrative that details how militarization shaped the nation’s rapid economic, technological, political, and social transformation. Cornerstone of the Nation makes the case that South Korea’s arms development under Park may be the most durable and yet least acknowledged factor behind the country’s rise to economic prominence in the late twentieth century. Through an analysis that simultaneously engages some of the most contested issues in Korean historiography, development literature, contemporary politics, and military affairs, this book traces Korea’s distinct pathway to becoming a global economic force.

Book excerpt: In 2012, a Forestry Special Interest Group (FSIG) was founded within the Canadian Operational Research Society (CORS). Besides a general commitment to promoting the application of operational research (OR) to forest management and forest products industry problems, the FSIG has two concrete mandates: organizing the forestry cluster at the annual CORS conference, and managing the editorial process for forestry-themed special issues of INFOR. The FSIG has been very successful in the first of these two mandates, with record attendance at the forestry cluster over the last four years, hosting of several special sessions, financial and in-kind support from the NSERC Strategic Network on Value Chain Optimization (VCO), and the inauguration of the David Martell Student Paper Prize in Forestry (DMSPPF). This is the first compilation of forestry-themed papers since the inauguration of the CORS FSIG. The six pieces selected for the special issue, now published as a book, feature applications of OR to a wide range of forest management and forest products industry contexts, including supply-chain planning, lumber production planning, demand-driven harvest and transportation planning, and fire-aware wood supply planning.
