Book Value Mapping and the Community Wildfire Protection Planning Process

Download or read book Value Mapping and the Community Wildfire Protection Planning Process written by Katharine Kiendl and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Community Wildfire Protection Plans (CWPP) offer benefits for communities effected by wildfire risk and ignitions. CWPP’s serve several functions; they develop interlocal agreements between agencies that provide wildfire response and management, they develop hazard mitigation and wildfire education programs, and they define areas as wildland urban interface (WUI). The CWPP drafting process can impact the resources available to a wildfire risk community. However, despite the impact to communities effected by wildfire, CWPP planning is considered a categorical exclusion under the National Environmental Policy Act (NEPA) allowing CWPP’s to be developed without public review. Given that community plans with public participation have increased adaptive capacity and resiliency, excluding the public from the planning process may result in plans that are less adaptive and resilient. To understand how public participation can be included into the CWPP drafting process, I used public participation geographic information systems (PPGIS) to examine if mapping landscape values could be used as a tool to glean publicly held values without triggering the NEPA public review process. The research project examined landscape values attached to fire management in the Entiat River watershed in north central Washington state and used a kernel density analysis to examine hotspots where landscape values overlapped. The results showed that PPGIS could be used in the CWPP drafting process to target program outreach to areas that contained hotspots as well as a tool to define areas perceived as WUI by members of the community. The findings indicate that using PPGIS in the CWPP drafting process could improve plans and increase collaboration between planners and the public. While the research shows that PPGIS can be used as a tool to incorporate in the CWPP drafting process, it does not examine how the survey should be implemented, or how different analysis impact the distribution of mapped values.

Book Community Wildfire Protection Plans

Download or read book Community Wildfire Protection Plans written by Gail Wells and published by . This book was released on 2009 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2003 Healthy Forests Restoration Act calls for local communities in the wildland-urban interface to collaborate on developing Community Wildfire Protection Plans to reduce their wildfire hazard. To craft a successful CWPP, a community must collaborate effectively. A Joint Fire Science Program-sponsored research team studied 15 communities as they developed CWPPs. They found that social networks, learning communities, and community capacity were key indicators of success, and that working together on a CWPP can enhance a communitys capacity to collaborate, helping it address future challenges more skillfully.

Book Community Wildfire Protection Plans

Download or read book Community Wildfire Protection Plans written by and published by . This book was released on 2009 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Healthy Forest Restoration Act of 2003 (HFRA) was enacted to reduce wildfire risk to communities and other at-risk lands through a collaborative process of planning, prioritizing and implementing hazardous fuel reduction projects. One of the key features of HFRA is the development of community wildfire protection plans (CWPPs). We studied the development of CWPPs in order to identify those factors and processes that consistently lead to effective collaborative fire and fuels management as defined by HFRA, and enhance local social capacity to sustain wildfire protection activities into the future. Findings from this research highlight the importance of: (1) drawing on local knowledge and skills; (2) building learning communities; (3) accessing networks and involving intermediaries; and (4) building on local capacities and developing new capacities to successful wildfire planning.

Book Best management practices for creating a community wildfire protection plan

Download or read book Best management practices for creating a community wildfire protection plan written by and published by . This book was released on 2012 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: A community wildfire protection plan (CWPP) is a means of bringing local solutions to wildland fire management. In developing and implementing CWPPs, communities assume a leadership role in reducing wildfire risk on federal and nonfederal land. In this publication, we identify best management practices for CWPP development and implementation based on the experiences of 13 communities in 8 states. These communities represent much of the social and ecological diversity found across the U.S. in the Wildland-Urban Interface (WUI)--where human development meets forested areas.

This book was released on 2009 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Pinal County Community Wildfire Protection Plan (CWPP) was developed in response to the Healthy Forests Restoration Act of 2003 (HFRA) for the at-risk communities and unincorporated areas in Pinal County, Arizona, located in and around public lands administered by the US Department of the Interior Bureau of Land Management (USDI BLM) Gila District Office, Safford and Tucson Field Offices; the USDI BLM Phoenix District Office, Lower Sonoran Field Office; the Tonto National Forest (TNF); and the Coronado National Forest (CNF). HFRA established ... incentives for communities to develop comprehensive wildfire protection plans in a collaborative, inclusive process ... A CWPP developed in accordance with HFRA is the most effective way to acquire federal funding for fire preparedness and planning. Pinal County, partner agencies, and participating communities wish to adopt a CWPP to better protect their communities from wildfire risk, to better prepare citizens, and to become eligible to apply for and receive federal and other grant monies to implement wildland fire mitigation projects and programs"--Executive Summary, page v.
