Book excerpt: This project has focused on the nature and effectiveness of dissemination of and response to warnings of natural hazards. Two components of the project involved field studies of 31 communities, subject to one of four hazards: hurricane, flash flood, tornado or earthquake. One component studied selected organizations in the community regarding the adequacy of the dissemination network, and the other component studied samples of 200 households in each community regarding preparedness and response. A quasi-experimental design specified pre-threat studies to be followed by post-threat follow-up studies of the same organizations and households if a major threat occurred. A third component involved laboratory experimental simulation studies of the effects of message content, timing, prior experience, and social structure factors on response to warnings. A number of serious problems with existing dissemination mechanisms have been found, and critical factors affecting response to warnings have been identified. Laboratory and field data are in close accord. Results generally concur with and expand on previous knowledge. Twelve recommendations for improving dissemination and response are provided. (Author).

This was one of the first workshops convened to look systematically at the use of social media for alerts and warnings—an event that brought together social science researchers, technologists, emergency management professionals, and other experts on how the public and emergency managers use social media in disasters.In addition to exploring how officials monitor social media, as well as the resulting privacy considerations, the workshop focused on such topics as: what is known about how the public responds to alerts and warnings; the implications of what is known about such public responses for the use of social media to provide alerts and warnings to the public; and approaches to enhancing the situational awareness of emergency managers. Public Response to Alerts and Warnings Using Social Media: Report of a Workshop on Current Knowledge and Research Gaps summarizes presentations made by invited speakers, other remarks by workshop participants, and discussions during parallel breakout sessions. It also points to potential topics for future research, as well as possible areas for future research investment, and it describes some of the challenges facing disaster managers who are seeking to incorporate social media into regular practice.

Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

Traditional warnings approach warning technology, design, and application from a principally scientific and technical perspective. Human factors, while considered, often are of secondary concern. Interdisciplinary warnings, on the other hand, maintain a critical emphasis on the technical merits of warning systems, but also ask, “Will psychological and community factors such as culture and structure shape how the system is used, and, if so, can this information be incorporated into system design preemptively to make it more effective?” Given the absence of systematic work on interdisciplinary warnings, a book-length monograph discussing and synthesizing knowledge from the various fields focused on warnings and warning response is of critical importance to both academics and practitioners. Broadly conceived, the book presents readers with an in-depth overview of warnings, interdisciplinary research, and interdisciplinary collaboration. The book holds appeal for a very broad audience: scholars; practitioners; and academic, vocational, and technical instructors both in University and non-University settings. Book excerpt: Following a series of natural disasters, including Hurricane Katrina, that revealed shortcomings in the nation's ability to effectively alert populations at risk, Congress passed the Warning, Alert, and Response Network (WARN) Act in 2006. Today, new technologies such as smart phones and social media platforms offer new ways to communicate with the public, and the information ecosystem is much broader, including additional official channels, such as government social media accounts, opt-in short message service (SMS)-based alerting systems, and reverse 911 systems; less official channels, such as main stream media outlets and weather applications on connected devices; and unofficial channels, such as first person reports via social media. Traditional media have also taken advantage of these new tools, including their own mobile applications to extend their reach of beyond broadcast radio, television, and cable. Furthermore, private companies have begun to take advantage of the large amounts of data about users they possess to detect events and provide alerts and warnings and other hazard-related information to their users. More than 60 years of research on the public response to alerts and warnings has yielded many insights about how people respond to information that they are at risk and the circumstances under which they are most likely to take appropriate protective action. Some, but not all, of these results have been used to inform the design and operation of alert and warning systems, and new insights continue to emerge. Emergency Alert and Warning Systems reviews the results of past research, considers new possibilities for realizing more effective alert and warning systems, explores how a more effective national alert and warning system might be created and some of the gaps in our present knowledge, and sets forth a research agenda to advance the nation's alert and warning capabilities.
